HomeMy WebLinkAbout#04 - August 2020 Monthly PW ReportMAYOR AND COUNCIL COMMUNICATION DATE 9/15/2020 CONSENT AGENDA ITEM: Public Works Director Report SUBMITTED BY: Marty Powers, Public Works Director REVIEWED BY: Kristina Handt, City Administrator ISSUE BEFORE COUNCIL: City Council is asked to review and accept, as part of Consent Agenda, a brief description of activities that have taken place in the Public Works Department in the month of August, 2020. PROPOSAL DETAILS/ANALYSIS: PARKS • Weekly garbage collection continues • Continue improve park ball fields- weed control and dragging the infields • Ivy wood Park improvements continue. The pickle ball fence and pavilion are up. Trees planted and being watered. The asphalt trail will be paved shortly and the court striping is scheduled for next week. • Sunfish Lake Park new bike trail construction is wrapping up. The trails have been established, seeded and signage installation has begun. Public Works supplied dozens of boulders to assist in the building of the intersections. The new bike trails are open and are used daily. • Continue with weed control in parks & playgrounds • Continue to work with volunteers to update & improve trail signage for the Sunfish Park trails • Complete monthly park inspections • Grade sunfish gravel driveway • Mow sunfish park hiking trails and cut/remove downed trees • Replacing failing boards on picnic tables • Added wood chips around all trees at Pilot Park SURFACE WATER • Flooding concern slowed- clean up and end sand bagging area until needed again • Public Works assisted in the Reid Pond draw down. The target water level was reached and the pump and piping was removed City Council Meeting Date Consent/Regular Agenda Item #__ Page 2 STREETS • Staff continues filling potholes on City streets • 2020 Mill and Over lay project occurred – stripping is scheduled for September • Attended construction precons and weekly construction meetings • The 2020 Stonegate street and utility improvement project continues • Continue to work on 2021 budget • Continue attending to downed trees and branches after storms • Collect road kill as identified • Place radar trailer on Lake Elmo Ave for one week • Complete maintenance on trucks and equipment as needed • Continue street sign replacement program • Assist fire department training with the use of the loader to set up and remove a practice crash scene • Hauled free shouldering material to be crushed and then used it to improving shoulders on many miles of city roads • Assist with Boulder Ponds and Wildflower 3rd addition walk throughs • Assist Fire Department with Storage Unit fire • 5th street irrigation inspection and acceptance • Fall ditch mowing begun for visibility, safety and brush control • Resume monthly OSHA safety meetings virtually-trench safety, work around equipment, lock out tag out, fall restraint and PPE • Begin DOT inspection and maintenance on plow trucks SEWER • Continue daily rounds for preventive measures, compare pump run times and resolve alarms • Continue Weekly Proactive Pump downs of all Lift stations, Monthly Float Cleaning • Continue SCADA improvements, including digital read outs for chemicals at well 2 and incorporating exercising and monitoring the generator WATER • Complete monthly MDH bacteria and fluoride sampling and completed the three year lead & copper sampling • Assist with new water main connection on 50th st • Complete Monthly Generator and Safety Inspections of Equipment and Facilities • Continue daily rounds, chlorine/fluoride sampling and locates • Continue dropping off new construction meters, three per day average • Continue resolving meter reading issues • Seasonal intern departs for the season after updating maps for city trails, curb stops, mowing and street signs. These maps will then be transferred into the Beehive asset software • The Well 5 development concluded and now awaits the construction of the building. • Upgrade meter reading mapping software for efficiencies City Council Meeting Date Consent/Regular Agenda Item #__ Page 3 • Enforce permanent water restriction ordinance throughout the city (with help of fire department) • Submit well water draw down reports to DNR • Lake Elmo Water system changes from a Class D system to a Class C system due to population served. Additional monthly samples are added due to the change FACILITIES • Continue to Lower and Raise flags for Governor ordered half-staff events • Set up for elections and take down the following day STAFF • Assisted with interviews for the Fire Chief and Building Director PANDEMIC PREPARDNESS • The Public Works crew continues to work in two teams out of two locations minimizing the sharing of equipment and tools • Additional cleaning supplies, rubber gloves and face masks have been provided • Play grounds and parks remain open RECOMMENDATION: Base on the activities listed above, City Council is respectfully asked to accept the August 2020 Public Works Report.
