Awarded Quality Star Award to Program Assistant Beckie Gumatz. 4. City Administrator Zuleger provided update on storm damage and clean-up activities to date. 5. Approved Payment of Disbursements and Payroll in the Amount of $459,381.20. 6. Approved Temporary Liquor License for Jaycees – Huff ‘n Puff Days. 7. Approved updated Professional Engineering Support Services Consulting Pool, thereby adding Emmons & Olivier Resources, Inc. (EOR) in the area of Surface Water. 8. Council voted against imposing tree service licensing requirements, but did remove the licensing fee from the municipal fee schedule. 9. Approved variance application at 4719 Olson Lake Trail to construct a single family home with a covered deck that encroaches on the 100-foot setback from the Ordinary High Water (OHW) level per the City’s Shoreland Ordinance. The proposal involves the demolition of an existing single family home, followed by the construction of a new single family home in its place. 10. Approved Interim Use Permit renewal for agricultural sales at Country Sun Farms. 11. Appointed Jacob Silvernale of 11751 58th Street North to Parks Commission. 12. Approved 2013/2014 Capital Improvement Program . 13. Approved Bonding Level of $5.5 million. 14. Council again considered a zoning text amendment affecting fence regulations, but was unable to pass the ordinance with 4/5 vote. As a result, the proposed ordinance was sent back to the Planning Commission for further review and discussion. The main point of contention was whether or not to allow 6 foot high solid wall fences on all size properties. 15. Council passed a zoning text amendment regarding the Article III: Administration and Enforcement. Part of this ordinance removes the requirement of a 4/5 supermajority vote needed to pass minor zoning code amendments. The new standard will simply follow state law for required vote. 16. Approved amendment of Conditional Use Permit for Country Sun Farms allowing children’s inflatable bouncers. 17. Received Hammes Estates Sketch Plan Review. The Sketch Plan, Hammes Estates, is being submitted by Hammes West, LLC, 36 Moonlight Bay, Stillwater, Minnesota and consists of 173 single family homes on 78 acres of land immediately to the west of Keats Avenue (CSAH-19) and south of 10th Street North (CSAH-10). 18. Council approved the Savona Project Environmental Assessment Worksheet (EAW) and Finding No Need for an Environmental Impact Statement (EIS). 19. Council decided against granting additional stipend for City Council for workshop meeting and Planning Commissioners. 20. Decision to impose No Wake Restriction on Olson Lake/Lake Demontreville until the lake levels go below the Ordinary High Water Mark of 929.7 set by council in 2011.
