SUMMARY AND ACTION REQUESTED: The City Council is asked to accept bids and award a contract for the 2010 Street and Water Quality Improvements. Bids were received, publicly opened, and read aloud on May 26, 2010. TKDA has prepared and attached the Bid
Tabulation worksheet and a Letter of Recommendation for the Award of the Contract. No
specific motion is needed, as it is recommended to be part of the overall approval of the Consent
Agenda.
BACKGROUND INFORMATION: At the January 26th City Council Meeting, Council
authorized the preparation of plans and specifications for the 2010 Street and Water Quality Improvements. At the April 20th City Council Meeting, the plans and specifications were approved and the advertisement for bids was ordered. The scope of the proposed improvements is as follows:
• Full street reconstruction of Jane Road North
• Reclamation and overlay of Isle Avenue, 53rd Street North and 57th Street North
There are 5 rainwater gardens proposed for the 2010 Street and Water Quality Improvements. This contract will include the curb cuts, grading, seeding, and mulching of the rainwater gardens. The plantings will be completed under separate contract lead by the Washington Conservation District. At the April 8th Valley Branch Watershed District Board Meeting, the City of Lake Elmo did receive approval of the VBWD Community Grant and will receive 50% reimbursement
for these water quality improvements. We have received 4 Perpetual Rainwater Garden

Agreements from residents within the project area. Therefore we will be installing 4 rainwater gardens within the boulevard areas of the streets (2 on Jane Road, 1 on Isle Avenue, and 1 on 53rd Street). The fifth rainwater garden will be maintained by the City because it collects runoff
from several properties and is located at the end of the proposed infiltration ditch to be
constructed along the west end of Jane Road. STAFF REPORT: TKDA has submitted the advertisement for bid to both the Oakdale-Lake
Elmo Review and the Finance and Commerce Bulletin to be published for a period of three weeks to comply with public bidding requirements for the project. Bids were received, publically opened and read aloud at City Hall on May 26, 2010. A tabulation of the results has been completed and is attached for reference. It is hereby
recommended that council award the contract to the lowest responsible bidder as outlined in the
Engineers Recommendation of the Award of the Contract. RECOMMENDATION: Based upon the above background information and staff report, it is
recommended that the City Council move to approve the motion as part of the overall approval of the Consent Agenda. Alternatively, the City Council does have the authority to remove this item from the Consent Agenda and further discuss and deliberate prior to taking action. The City Council may deny
such recommendation outright by simply not taking any action on this item or rejecting the bids. It may also amend this recommendation, as appropriate. If the latter is done, the appropriate action of the Council following such discussion would be: “Move to approve Resolution No. 2010-027 Accepting the Bids and Awarding a Contract for the 2010 Street and Water Quality Improvements per the
Engineers Letter of Recommendation for the Award of the Contract [and as
amended at tonight’s meeting].” ATTACHMENTS:
