CITY COUNCIL MINUTES
NOVEMBER 4, 2020
CALL TO ORDER/PLEDGE OF ALLEGIANCE
Mayor Pearson called the meeting to order at 7.00 pm.
PRESENT: Mayor Mike Pearson and Councilmembers Justin Bloyer and Lisa McGinn.
ABSENT: Councilmembers Dale Dorschner and Christine Nelson.
Staff present: Administrator Handt, City Attorney Sonsalla, City Engineer Griffin, Planning
Director Roberts, and City Clerk Johnson
APPROVAL OF AGENDA
Item 5, "Approve Stillwater Way Jurisdictional Transfer" was removed from the Agenda. Item 8,
"Comprehensive Plan Amendments" was tabled to the next meeting.
Mayor Bloyer, seconded by Councilmember McGinn, moved TO APPROVE THE AGENDA
AS AMENDED. Motion passed 3 — 0.
ACCEPT MINUTES
Minutes of the October 20, 2020 Regular Meeting were accepted as presented.

Councilmember Bloyer, seconded by Councilmember McGinn, moved TO APPROVE THE
CONSENT AGENDA AS PRESENTED. Motion passed 3 - 0.
ITEM 7: Public Hearing -Resolution Providing for the Collection of Certain Costs by Special
Assessment Relating to the Removal and Correction of Hazardous Conditions on the
Property located at 9240 31st St N.

City Administrator Handt explained that the proposed assessment of $34,198 for abatement of
the property and $26,541.84 in legal fees.
Councilmember Bloyer, seconded by Councilmember McGinn, moved TO OPEN THE
PUBLIC HEARING. Motion passed 3 — 0.
No comments were received from the public.
Councilmember Bloyer, seconded by Councilmember McGinn, moved TO CLOSE THE
PUBLIC HEARING. Motion passed 3 — 0.
Councilmember Bloyer, seconded by Mayor Pearson, moved TO APPROVE RESOLUTION
NO 2020-092 A RESOLUTIONADOPTINGASSESSMENT RELATING TO THE
REMOVAL AND CORRECTION OFHAZARDOUS CONDITIONS ON THE PROPERTY
LOCATED AT: 9240 311T ST STREET NORTH, LAKE ELMO, MN 55042. Motion passed
3-0.
ITEM 9: PUD Ordinance Update
City Planner Roberts presented proposed updates to the PUD ordinance regarding developer
amenity points, clarification to processes, update to application requirements and changes to
meet current City standards and practices.
Mayor Pearson, seconded by Councilmember McGinn, moved TO ADOPT ORDINANCE 08-
240, AN ORDINANCE AMENDING SEVERAL SECTIONS OF THE PUD ORDINANCE
AS PROPOSED BY CITY STAFF WITH REMOVAL OF PEDESTRIAN IMPR 0 VEMENTS
FROM THEAMENITY CHART. Motion passed 3-0.
ITEM 10: Building Committee
City Administrator Handt noted that the City is continuing to negotiate a contract with Leo A
Daly and suggested that the Council consider appointing a building committee to work with the
architectural firm.
Mayor Pearson, seconded by Councilmember McGinn, moved TO HAVE THE BUILDING
COMMITTEE COMPRISED OF CITYSTAFF WITHPUBLIC INPUTAT COUNCIL
MEETINGSAND OPENHOUSES. Motion passed 3 — 0.
COUNCIL REPORTS
Mayor Pearson: Commended Clerk Johnson on a smoothly run election and congratulated
candidates.
Councilmember Bloyer: Congratulated the candidates and newly elected officials.
Councilmember McGinn: Congratulated the candidates and newly elected officials.

STAFF REPORTS AND ANNOUNCEMENTS
Administrator Handt: Reminded Council about the Canvassing Board meeting on November
12`h.
City Clerk Johnson: Provided an election update and thanked election judges and public works
staff for their assistance.
Meeting adjourned at 7:30 pm.
