CITY COUNCIL MINUTES
DECEMBER 1, 2020
CALL TO ORDER/PLEDGE OF ALLEGIANCE
Mayor Pearson called the meeting to order at 7.00 pm.
PRESENT: Mayor Mike Pearson PARTICIPATING VIA VIDEO CONFERENCE:
Councilmembers Justin Bloyer, Dale Dorschner, Lisa McGinn and Christine Nelson
Staff present: Assistant Administrator Dickson and City Clerk Johnson. Participating via video
conference: Administrator Handt, City Attorney Sonsalla, Public Works Director Roberts,
Planning Director Roberts, and City Clerk Johnson
APPROVAL OF AGENDA
Councilmember McGinn, seconded by Councilmember Dorschner, moved TO APPROVE THE
AGENDA AS PRESENTED. Motion passed 5 — 0.
ACCEPT MINUTES
Minutes of the November 17, 2020 Regular Meeting were accepted as presented.

CONSENT AGENDA
2. Approve Payment of Disbursements and Payroll

ITEM 8: Public Hearing for 2021 General Fund Budget and 2021 Final Property Levy
Certification
City Administrator Handt presented an overview of the 2021 budget and levy.
Mayor Pearson, seconded by Councilmember Dorschner, moved TO OPEN THE PUBLIC
HEARING. Motion passed 5 — 0.
No comments were received.
Mayor Pearson, seconded by Councilmember Dorschner, moved TO CLOSE THE PUBLIC
HEARING. Motion passed 5 — 0.
Councilmember Dorschner, seconded by Mayor Pearson, moved TO APPROVE
RESOLUTION 2020-095 A RESOL UTION ADOPTING THE 2020 TAX LEVY
COLLECTIBLE IN 2021 AND ADOPTING THE 2021 GENERAL FUND AND EDA
BUDGETS. Motion passed 5 — 0.
Councilmember Dorschner, seconded by Mayor Pearson, moved TO ADOPT RESOLUTION
2020-096, ADOPTING 2021 WATER, SEWER AND STORM WATER FUND BUDGETS.
Motion passed 5 — 0.
ITEM 9: 2021 Fee Schedule
City Administrator Handt presented the proposed fee schedule for 2021, noting changes from the
current fee schedule.
Councilmember McGinn, seconded by Mayor Pearson, moved TO ADOPT ORDINANCE 08-
241 ADOPTING THE 2021 CITY OF LAKE ELMO FEE SCHEDULE. Motion passed 5 — 0.
Mayor Pearson, seconded by Councilmember Bloyer, moved TO ADOPT RESOLUTION
2020-097AUTHORIZING PUBLICATION OF ORDINANCE 08-241 BY TITLE AND
SUMMARY. Motion passed 5 — 0.
ITEM 10: 2021-2025 Capital Improvement Plan
City Administrator Handt presented the proposed 2021-2025 Capital Improvement Plan, noting
that the Planning Commission voted unanimously to approve the plan.

Councilmember Dorschner, seconded by Councilmember McGinn, moved TO APPROVE
THE 2021-2025 CAPITAL IMPROVEMENT PLAN. Motion passed 5 — 0.
ITEM 11: Comments on State Conceptual Drinking Water Supply Plan for East Metro
City Administrator Handt reviewed the resolution containing proposed comments on the draft
plan. Mayor Pearson summarized comments received from resident Jim Blackford regarding his
request for city water connection to his property.
Councilmember Dorschner, seconded by Councilmember McGinn, moved TO ADOPT
RESOLUTION2020-098. Motion passed 5 — 0.
STAFF REPORTS AND ANNOUNCEMENTS
Administrator Handt: Provided an update on CARES Act funding.
Fire Chief Kalis: Reported on recruitment and holiday call volume.
Meeting adjourned at 8:10 pm.
