CALL TO ORDER/PLEDGE OF ALLEGIANCE
Mayor Cadenhead called the meeting to order at 7:00 pm.
PRESENT: Mayor Charles Cadenhead (in person) and via video: Councilmembers Katrina Beckstrom, Dale Dorschner, Jeff Holtz and Lisa McGinn.
Staff present: City Clerk Johnson (in person), and via video: Administrator Handt, Assistant
Administrator Dickson, Finance Director Magureanu, Public Works Director Powers, Planning Director Roberts, City Planner Prchal, City Attorney Sonsalla, and City Engineer Griffin. APPROVAL OF AGENDA
Councilmember Dorschner, seconded by Councilmember McGinn, moved TO APPROVE THE
AGENDA AS AMENDED. Motion passed 5 – 0. ACCEPT MINUTES Minutes of the February 16, 2021 Regular Meeting were accepted as presented. PUBLIC COMMENTS/INQUIRIES None

Councilmember Holtz, seconded by Councilmember Dorschner, moved TO APPROVE THE CONSENT AGENDA AS PRESENTED. Motion passed 5 - 0.

ITEM 8: Proposed Ordinance Amendment – Premature Subdivisions
Planning Director Roberts presented the proposed updates to the subdivision ordinance to clarify
and add language regarding premature subdivisions.
Councilmember Dorschner, seconded by Councilmember McGinn, moved TO DIRECT STAFF TO REDRAFT THE UPDATES TO BE CONSISTENT WITH SUBDIVISION LANGUAGE AND MAKE IT CLEAR THAT THE CITY WILL NOT BE RESPONSIBLE FOR ADDITIONAL CAPITAL IMPROVEMENT COSTS FOR A SUBDIVISION. Motion withdrawn.
Councilmember McGinn, seconded by Councilmember Dorschner, moved TO TABLE THE CURRENT AGENDA ITEM. Motion failed 2 – 3. (Cadenhead, Beckstrom, Holtz – nay)
Councilmember Holtz, seconded by Mayor Cadenhead, moved TO ADOPT ORDINANCE 08-
247 AN ORDINANCE AMENDING THE SUBDIVISION AND ZONING ORDINANCES AS PROPOSED BY CITY STAFF. Mayor Cadenhead, seconded by Councilmember Holtz, moved TO AMEND THE PRIMARY
MOTION TO ELMINATE “AND SERVICES” IN THE CIP SUBSECTION AND INSERT
“AND” AFTER “IMPROVMENTS”. Motion passed. (Beckstrom, Dorschner – nay) Primary motion passed 3 – 2. (Beckstrom, Dorschner – nay)
Councilmember Holtz, seconded by Mayor Cadenhead, moved TO APPROVE SUMMARY
PUBLICATION OF ORDINANCE 08-247 (THE SUBDIVISION AND ZONING CODE AMENDMENTS) WITH APPROVAL OF RESOLUTION 2021-026. Motion passed 5 – 0.
ITEM 9: Beekeeping at Sunfish Lake Park City Planner Prchal presented the proposal for beekeeping at the Nature Center in Sunfish Lake Park. Prchal also reviewed Parks Commission recommendations. Paul Leidl spoke on behalf of
the applicant, addressing questions regarding the bee hives and proposed electric fencing.
Councilmember Dorschner, seconded by Councilmember Beckstrom, moved TO APPROVE
THE NATURE CENTERS REQUEST TO KEEP BEES AT SUNFISH LAKE PARK SUBJECT TO THE IMPLEMENTATION OF A LICENSE AGREEMENT, PREPARED BY THE CITY ATTORNEY WHICH SHALL ALSO CONTAIN THE RECOMMENDED CONDITIONS OR APPROVAL. Motion passed 4 – 1. (McGinn – nay) ITEM 10: Appointments to the Lake Elmo Airport Advisory Commission City Administrator Handt reported on the request from the Metropolitan Airports Commission
for two representatives from Lake Elmo to serve on a newly created Lake Elmo Airport Advisory Commission.

Mayor Cadenhead, seconded by Councilmember Holtz, moved TO NOMINATE COUNCILMEMBER BECKSTROM AS PRIMARY AND COUNCILMEMBER HOLTZ AS ALTERNATE REPRESENTATIVES TO THE LAKE ELMO AIRPORT ADVISORY COMMISSION. Motion passed 4 – 1. (Dorschner – nay) ITEM 11: St. Croix Sanctuary Development Park Name City Planner Prchal reviewed proposed names for the park in the St. Croix Sanctuary
development and noted Parks Commission recommendations.
Councilmember Dorschner, seconded by Councilmember Holtz, moved TO APPROVE HIDDEN KNOLL PARK AS THE FORMAL PARK NAME FOR THE PARK IN THE ST. CROIX SANCTUARY DEVELOPMENT THROUGH RESOLUTION 2021-027. Motion passed 4 – 1. (Dorschner – nay) ITEM 12: Authorize Advertising for Fire Inspector Position and Approve Job Descripton
Assistant Administrator Dickson reviewed the proposed job description and job duties for the
Fire Inspector position.
Councilmember Dorschner, seconded by Mayor Cadenhead, moved TO APPROVE FIRE INSPECTOR/LIEUTENANT JOB DESCRIPTION AND ADVERTISE THE POSITION AND CHECK IN WITH NEIGHBORING COMMUNITIES REGARDING HOURLY VS. SALARY PAY FOR SIMILAR POSITIONS. Motion passed 5 – 0. COUNCIL REPORTS
Mayor Cadenhead: Attended meetings with Washington County regarding the Ideal Avenue
project.
Councilmember Beckstrom: Completed online training from LMC for newly elected officials and highly recommended it to other members.
Councilmember Dorschner: Receiving resident questions regarding the 32nd Street project.
STAFF REPORTS AND ANNOUNCEMENTS
Administrator Handt: Many updates on the website and in the Fresh. Met with Carriage Station residents and Senator Housley regarding community septic system issues, met with Washington County regarding stoplight at Manning Avenue & 30th Street, attended Hwy 36/Lake Elmo Avenue interchange meeting, met with Kruegers to discuss use of their property
for the Heritage Farm project, attended 3M workgroup, received information from the Cable
Commission regarding a tentative franchise agreement with Comcast, will introduce new sergeant assigned to Lake Elmo at the next meeting, reminder to the public of the deadline for applications to serve on the Capital Improvement Committee.
Fire Chief Kalis: Final inspection of new tender truck next Thursday.

Planning Director Roberts: New development applications received.
City Engineer Griffin: Grant for the project at 30th Street/Manning Avenue has been submitted.
CLOSED SESSION
Mayor Cadenhead, seconded by Councilmember McGinn, moved TO ENTER CLOSED
SESSION PURSUANT TO MN STATUTES SECTION 13D.05, SUBDIVISION 3(B),
ATTORNEY CLIENT PRIVILEGE, TO DISCUSS THREATENED LITIGATION BY HOUSING FIRST MINNESOTA AGAINST THE CITY OF LAKE ELMO. Motion passed 5 – 0.
Closed session held and adjourned by Mayor Cadenhead.
