ISSUE BEFORE COUNCIL: Should the City Council approve a Resolution of Support for TH36 and Manning Avenue (CSAH15) Interchange Project?
BACKGROUDN AND PROPOSAL DETAILS/ANALYSIS: Washington County is requesting that the City of Lake Elmo approve a resolution of support for the TH36 and Manning Avenue (CSAH15) Interchange Project. The resolution expresses the City’s support for the project, for the preliminary design layout dated January 17, 2020, and allows the County to proceed with the completion of the final design and plan review for the project. Upon completion of the final design the County will request the City to enter into a Cooperative Cost Agreement for the Project as well as a Cooperative Maintenance Agreement. The improvements include a grade separated interchange at the intersection of Trunk Highway (TH) 36 and
Manning Avenue to improve safety, capacity, and operation of the intersection, the TH 36 corridor and the surrounding area. The project requires the realignment and reconstruction of Linden Avenue North (the entrance to the Sanctuary development in Lake Elmo) that will result in a “stop” condition intersection while yielding to the traffic from the proposed high density and commercial development that is planned in Stillwater Township/future City of Stillwater. A significant part of the project includes a temporary by-pass roadway to provide access to the Sanctuary development and the City’s water supply well during construction.
FISCAL IMPACT: The County is requesting cost participation in the project by the City of Lake Elmo in the estimated amount of $292,715.25. Approval of the Municipal Support Resolution does not obligate the City of Lake Elmo to any cost share or maintenance obligations at this time, as those decisions will be
considered by the City at a later date through the approval of a Cooperative Cost Share Agreement and Cooperative Maintenance Agreement.
The City’s share of the costs, as assigned by the County, include the realignment and reconstruction of that portion of Linden Avenue North that resides within City right-of-way, including 100% of the costs to abandon the City’s watermain at this intersection. In addition, the County has assigned 100% of the temporary by-pass roadway and 50% of retaining wall #3 (located in Lake Elmo City limits but supporting the portion of Manning Avenue owned and operated by Stillwater). The City’s cost share is estimated to be $1,390,931.07 which is then reduced through the acquisition of TED Funds and State Bonding in the amount of $1,098,215.82.
RECOMMENDATION: Staff is recommending that the City Council approve a Resolution supporting
Washington County’s recommended layout for the Trunk Highway (TH) 36 and Manning Avenue (CSAH15) Interchange Project by Washington County. The recommended motion for the action is as follows:
“Move to approve Resolution No. 2021-013 Approving Municipal Support for the Trunk Highway (TH) 36 and Manning Avenue (CSAH15) Interchange Project by Washington County.” ATTACHMENTS: 1. WASHINGTON COUNTY STATE OF MINNESOTA RESOLUTION NO. 2021-013 A RESOLUTION APPROVING MUNICIPAL SUPPORT FOR THE TRUNK HIGHWAY (TH) 36 AND MANNING AVENUE (CSAH 15) INTERCHANGE PROJECT BY WASHINGTON COUNTY
WHEREAS, Washington County’s Capital Improvement Program includes an interchange project at the intersection of Trunk Highway 36 and Manning Avenue (CSAH 15), in which portions of the project are within the City of Lake Elmo as shown in Exhibit A; and
WHEREAS, the City of Lake Elmo, in coordination with Washington County and MnDOT
has engaged in a preliminary design effort that started in June of 2017; and
WHEREAS, the City and County have engaged in a community engagement process as part of the preliminary design effort intended to gather and consider public feedback for the proposed project; and
WHEREAS, a County recommended Trunk Highway 36 and Manning Avenue (CSAH 15)
Interchange Project Layout, dated January 17, 2020, showing proposed roadway and pedestrian improvements for the Project has been prepared and presented to the City; and
WHEREAS, a preliminary project cost estimate for the Project has been prepared and presented to the City; and
WHEREAS, this resolution and approval does not obligate the City of Lake Elmo to any
cost share or maintenance obligations as those will be considered by the City at a later date.
NOW, THEREFORE, BE IT RESOLVED, 1. The City of Lake Elmo supports the Washington County recommended layout for the Trunk
Highway 36 and Manning Avenue (CSAH 15) Interchange Project, dated January 17, 2020; and 2. The City of Lake Elmo supports the County continuing with the development of final plans
necessary for the construction of the Project. ADOPTED BY THE LAKE ELMO CITY COUNCIL ON THE NINTEENTH DAY OF JANUARY, 2021. CITY OF LAKE ELMO By: __________________________
