ISSUE BEFORE COUNCIL: Should the City Council approve the Resolution of Support for the Local Road Improvement Program (LRIP) Grant Application for the Manning Avenue (CSAH 15) and 30th Street Intersection Improvements?
BACKGROUND: Last December, Washington County revised its 5-year Capital Improvement Program in response to comments received from the City of Lake Elmo, including the comment that the intersection improvements at Manning Avenue and 30th Street North remain a priority. The City submitted comments after learning that the County was deferring the 4-lane divided highway improvements that had been
previously proposed along Manning Avenue (CSAH 15), from CSAH 14 to CSAH 10, due to lack of adequate bonding capacity.
The City indicated that if the 4-lane divided highway improvements were deferred, that the County prioritize a traffic signal at the Manning Avenue (CSAH 15) and 30th Street North intersection, to be planned for construction in 2022, to ready this intersection for the Easton Village access closure to Manning
Avenue and as the Easton Village and Northport development build-outs are directed to this intersection. The Manning Avenue (CSAH 15) and 30th Street Intersection Improvement project will require Lake Elmo to incur a significant cost sharing for the reconstruction of a portion of the roadway approach along 30th Street North in order to create a dedicated left turn lane, through lane, and right turn lane at the proposed traffic signal.
PROPOSAL DETAILS/ANALYSIS: The City retained SRF Consulting Group, Inc. to prepare and submit a joint application, on behalf of the City of Lake Elmo, Baytown Township and West Lakeland Township, a Local Road Improvement Program Funding Application (LRIP), that if successful, would be applied to local cost share for the County led intersection improvement project. The application is due March 3, 2021. The MnDOT program has $75 million available for construction letting in years 2021-2023. The maximum request available to a State Aid City/local share is $1,250,000 and can be used for construction costs along a local roadway that benefits a trunk highway transportation deficiency. LRIP
funds may not be used for right of way acquisition, engineering, utilities, work on trunk highways, or standalone enhancement projects (landscaping, trails, sidewalks, ADA improvements, etc.). Projects selected for funding will be announced in May 2021.
FISCAL IMPACT: None at this time.
RECOMMENDATION: Staff is recommending that the City Council approve, as part of the consent
agenda, a resolution of support to request funding through the Minnesota Department of Transportation Local Road Improvement Program (LRIP) for the Manning Avenue (CSAH 15) and 30th Street Intersection Improvements. If removed from the consent agenda, the recommended motion for the action is as follows:
“Move to approve Resolution No. 2021-020, supporting the Local Road Improvement Program (LRIP) Grant Application for the Manning Avenue (CSAH 15) and 30th Street Intersection”. ATTACHMENTS: 1. Resolution of Support for the Local Road Improvement Program (LRIP) Grant Application for

WASHINGTON COUNTY STATE OF MINNESOTA RESOLUTION NO. 2021-020 A RESOLUTION SUPPORTING LOCAL ROAD IMPROVEMENT PROGRAM FUNDING REQUEST TO CONSTRUCT THE MANNING AVENUE (CSAH 15) AND 30TH STREET NORTH INTERSECTION IMPROVEMENTS
WHEREAS, Washington County, the City of Lake Elmo, Baytown Township and West
Lakeland Township have identified safety and access issues and concerns at the intersection of
30th Street North and Manning Avenue (CSAH 15); and WHEREAS, Washington County has adopted a 5-year Capital Improvement Plan which identifies improvements to the intersection of Manning Avenue (CSAH 15) and 30th Street North,
including a traffic signal with dedicated left and right turn lanes along Manning Avenue (CSAH15) and both legs of 30th Street North, with said improvements to be constructed in 2022; and WHEREAS, Washington County will require local cost participation for the improvements from the City of Lake Elmo, Baytown Township and West Lakeland Township in
accordance with the Washington County Cost Participation Policy; and
WHEREAS, the Minnesota Legislature approved $75 million of state transportation bond funds for the Local Road Improvement Program (LRIP); and WHEREAS, the Manning Avenue (CSAH 15) and 30th Street North intersection improvements are eligible for funding in the LRIP years 2021, 2022, 2023; and WHEREAS, Washington County will request SAP/SP number for the project and has the legal authority to apply for financial assistance, and the institutional, managerial, and financial
capability to ensure matching funds and adequate construction of the proposed project; and WHEREAS, Washington County along with input from the City and Townships will develop, review and approve plans and specifications and provide construction administration for the proposed project; and
WHEREAS, the City of Lake Elmo confirms if the project cost increases above the amount listed on the application, the City of Lake Elmo with support from Washington County will provide or secure all additional funds necessary to complete the project and the city certifies that it will comply with all applicable laws, regulations and rules of the application.
NOW, THEREFORE, IT IS HEREBY RESOLVED, 1. That the Lake Elmo City Council hereby adopts this Resolution, supporting a funding request through the Minnesota Department of Transportation’s Local Road Improvement
Program to construct the proposed Manning Avenue (CSAH 15) and 30th Street intersection improvements and agrees to maintain such improvements.
2. The proper city officers are authorized to execute a grant agreement and any amendments
thereto, as are necessary to implement the project on behalf of the City.

FEBRUARY 2021.
