BACKGROUND: The City of Lake Elmo Public Works Department utilizes a Dodge 5500 truck
outfitted with a plow, dump/chipper box and deicing unit. The truck is utilized throughout the city to
assist with projects related to downed trees in ROWs and tree trimming along streets & in parks. The
deicing unit pretreats roads prior to a winter weather event to minimize ice buildup and the dump box
assists staff in hauling loose material such as dirt, brush, boulders and wood chips. The existing 2009
Dodge 5500 is in service and has exceeded its recommended 10-year replacement schedule.
At the June 17, 2020’s Maintenance Advisory Committee meeting, the committee recommended moving
the replacement of this vehicle from 2022 forward to 2021 in order to spread out purchases, to replace it
with a vehicle that would be more user friendly & efficient, and to keep its replacement schedule closer to
the 10-year vehicle replacement policy.
Following the recommendation of the MAC, Public Works moved forward with recommending the
replacement and received 2021 budget approval through the Park Commission, the Finance Committee
and the Council. At the January 2, 2021’s MAC meeting the committee changed their minds to delay the
replacement due to the struggling economy during the pandemic and stated the vehicle is still usable.
The now 12-year-old vehicle has since been in and out of the shop with several issues taking it out of
service for nearly three weeks. Issues included electrical wiring, alternators, brakes and exhaust leaks.
Issues yet to repair include relocating pinched hydraulic lines and repairing the damaged box frame. Staff
currently avoid using this vehicle when possible due to its straight blade snowplow, its sloppy hook box
and challenging operations.
ISSUE BEFORE MAC: Should the Council approve the purchase of a 2021 F550 dump/chipper truck as outlined in the Capital Improvement Plan? PROPOSAL DETAILS/ANALYSIS: Proceeding with this purchase will benefit the city and its citizens by replacing an aged and inefficient vehicle. This vehicle will allow staff more maneuverability, stability, reliability, efficiency and be safer when removing and installing the chipper box. The new unit will be outfitted to utilize the existing anti-ice unit and its controller and will include a plow mount, wiring harness and controller that will be universal with other Boss V-plows Public Works currently has. FISCAL IMPACT: Purchase of this vehicle shall not exceed the budgeted $70,000 and will be funded through the vehicle replacement fund as identified in the proposed 2021 CIP.
