ISSUE BEFORE COUNCIL: Should the City Council authorize construction testing for the Heritage Farms Street and Utility Improvements?
BACKGROUND: On January 19, 2021, the City Council awarded a construction contract for the Heritage Farms Street and Utility Improvements. The improvements include the extension of sanitary sewer service to connect each of the 44 residential properties in the neighborhood. Improvements also include the reconstruction of approximately 1.2 miles of residential streets and minor storm sewer improvements. PROPOSAL DETAILS/ANALYSIS: Material testing is required to verify construction of public improvements conform with the City Standard specifications. The City solicited proposals from two qualified firms to complete field testing as outlined in the contract documents. The City received responsive proposals from American Engineering Testing (estimated fee of $38,631.50)
and Braun Intertec (estimated fee of $39,171). Both companies accurately scoped the work required and have essentially the same fee.
Staff is requesting Council authorization to enter into a material testing contract with American Engineering Testing in the not-to-exceed amount of $38,631.50. They are qualified to complete the work required for this project and have a familiarity with the soil conditions having performed the initial geotechnical
investigation on the site. Additionally, they are the recommended construction material testing firm for the Old Village Phase 5 and 6 Improvements project which is in nearby proximity to this site. FISCAL IMPACT: $38,631.50. This cost is within the authorized scope and budget for the project. RECOMMENDATION: Staff is recommending that the City Council authorize, as part of the Consent
Agenda, the City Administrator to enter into a material testing contract with American Engineering Testing in the not-to-exceed amount of $38,631.50. If removed from the consent agenda, the recommended motion for the action is as follows:
“Move to authorize the City Administrator to enter into a material testing contract with American Engineering Testing in the not-to-exceed amount of $38,631.50.”
