CALL TO ORDER/PLEDGE OF ALLEGIANCE
Mayor Cadenhead called the meeting to order at 7:00 pm. PRESENT: Mayor Charles Cadenhead. Present via videoconference: Councilmembers Katrina
Beckstrom, Dale Dorschner, Jeff Holtz and Lisa McGinn. Staff present: City Clerk Johnson. Present via videoconference: Administrator Handt, City Attorney Sonsalla, Planning Director Roberts, Fire Chief Kalis, Public Works Director Powers, Finance Director Magureanu and City Engineer Griffin.
APPROVAL OF AGENDA Councilmember Dorschner, seconded by Councilmember Holtz, moved TO APPROVE THE AGENDA AS PRESENTED. Motion passed 5 – 0.
ACCEPT MINUTES Minutes of the March 2, 2021 Regular Meeting were accepted as amended. PUBLIC COMMENTS/INQUIRIES
Zach Diesslin, 8030 38th Street North, stated he would like an opportunity for community input on the Ideal Avenue Phase 2 project. PRESENTATIONS

Councilmember Dorschner, seconded by Councilmember McGinn, moved TO APPROVE THE CONSENT AGENDA AS PRESENTED. Motion passed 5 - 0.
ITEM 11: Public Improvement Hearing. Public Improvement Hearing. Council Orders the Improvement; accepts Bids and awards Contract with Change Order No. 1 for the Old Village Phase 5 Street and Utility Improvements
City Engineer Griffin presented an update on each project area and reported questions were raised at neighborhood meetings related to bids and assessment amounts. Discussion was held concerning street widths and parking standards.
Councilmember McGinn, seconded by Councilmember Beckstrom, moved TO OPEN THE
PUBLIC HEARING. Motion passed 5 – 0. Mayor Cadenhead summarized written comments received:
Susan Lang, 3405 Lake Elmo Avenue, emailed comments expressing concern about impacts to her property including loss of a large tree. Brett Emmons, 3280 Klondike Avenue, emailed questions and concerns regarding the
communication process with the public, costs and financing, and loss of large trees.
Ed Gorman, Gorman’s Restaurant, 11011 Stillwater Blvd., emailed comments on the SAC determination for his property.
Catherine Lacher, 10917 32nd St. N., emailed a petition signed by residents on 32nd Street
regarding parking. Elizabeth Neihaus, 2945 Lake Elmo Avenue, emailed comments opposing assessments on two of her properties.
Paul Novak, 3413 Lake Elmo Ave., emailed comments opposing assessments on three of his properties. Councilmember Dorschner, seconded by Councilmember Holtz, moved TO CLOSE THE PUBLIC HEARING. Motion passed 5 – 0.
Councilmember McGinn, seconded by Councilmember Holtz, moved TO AUTHORIZE THE CITY ADMINISTRATOR TO ENTER INTO A MATERIAL TESTING CONTRACT FOR PROJECT CONSTRUCTION SERVICES IN THE NOT-TO-EXCEED AMOUNT OF $67,600 WITH AET AND A CONSTRUCTION SERVICES CONTRACT WITH SEH IN
THE AMOUNT OF $581,000 FOR THE OLD VILLAGE PHASE 5 AND 6 STREET,
DRAINAGE AND UTILITY IMPROVEMENTS. Motion passed 5 – 0.

ITEM 12: Schematic Design of New City Hall/Fire Station City Administrator Handt provided background information on public notifications, updated
costs and updated property tax impact information. Representatives from Leo A. Daly and H &
U presented details of the current proposed plans for the new city hall and fire station building and improvements at the public works facility. Mayor Cadenhead summarized written comments submitted by resident Ann Bucheck requesting
input from the public on the project.
Mayor Cadenhead, seconded by Councilmember Dorschner, moved TO MOVE FORWARD TO DESIGN DEVELOPMENT AND HOLD A WORKSHOP ON MARCH 25TH AT 6:30 PM AND TO CONTINUE TO WORK ON COMMUNICATION AND LOWERING COSTS. Motion passed 5 – 0.
COUNCIL REPORTS
Councilmember Holtz: Participated in a 3M water group meeting that discussed the White Bear
Lake lawsuit and water softening.
STAFF REPORTS AND ANNOUNCEMENTS
Administrator Handt: Provided reminders of the goal setting session on April 13th at 6:30 p.m.
and Local Board of Appeals on April 21st, 5:00 – 6:00 p.m.
Commander Harris: Introduced new Lake Elmo Sergeant Dani Erickson.
Assistant Administrator Dickson: Announced new Utility Billing Clerk will be starting next week.
Fire Chief Kalis: Reported on the Fire Inspector position opening and final inspection of the
new tender.

CITY OF LAKE ELMO CITY COUNCIL WORKSHOP MINUTES
MARCH 25, 2021
CALL TO ORDER
Called the meeting to order at 6:30 pm. PRESENT: Mayor Charles Cadenhead (via video conference): Councilmembers Katrina
Beckstrom, Dale Dorschner, Jeff Holtz and Lisa McGinn. Staff present: City Clerk Johnson. Present via video conference: City Administrator Handt, Assistant Administrator Dickson, Planning Director Roberts, Public Works Director Powers, Finance Director Magureanu, Fire Chief Kalis, Commander Harris and Sgt. Erickson.
City Hall/Facilities Discussion
City Administrator Handt reviewed each area of the proposed building for City Staff. Discussion was held concerning second exit for upper level staff, daylight in interior offices and size of the break room.
Fire Chief Kalis reviewed the fire department portion of the proposed building. Discussion was held concerning the layout of the kitchen and breakroom, need for living quarters and apparatus areas.
Commander Harris reviewed law enforcement areas of the proposed building. Discussion was held concerning the need for the parking bay.
Public Works Director Powers reviewed proposed upgrades to the existing public works facility.
City Administrator Handt reviewed the plan for city staff to occupy the current city hall building during construction and the resulting loss of the council chambers space during that time. Handt also reviewed the estimated cost breakdown for the plan for the new facilities and public works
upgrades. Handt noted that a public open house to receive input on the design is scheduled for
the second week of May.
