BACKGROUND: On March 16, 2021, the City Council awarded a construction contract for the Old Village Phase 5 and 6 Street, Drainage, and Utility Improvements. The improvements include street and drainage improvements; watermain improvements; sanitary sewer improvements including new municipal sanitary sewer service to replace individual on-site septic systems; a reconstructed bituminous street with new concrete curb and gutter; and a repair or restoration of the existing street drainage system. The approved project design included the need for seventeen (17) properties to utilize an individual pump grinder station to make the connection to the public sewer system. Twelve (12) of these properties are located along south side of 32nd Street where the pump stations are necessary due to lower topography, and the other five (5) properties are located along the private driveway along the UPRR, east of Lake Elmo Avenue. Project implementation includes the city purchasing the individual pump grinder stations directly and issuing them to each of the properties when they issue their connection permits. Each property is then responsible for the installation and ongoing ownership and maintenance. The purchase of the grinder stations are included in the property’s assessment for the project. PROPOSAL DETAILS/ANALYSIS: The City has received a quote for twelve (12) of the grinder pump stations from Minnesota Pump Works in the amount of $59,180, that will be needed for installation in 2021. The remaining five (5) grinder pump stations will be purchased in 2022 to coincide with sewer installation work to be completed in 2022 for the private drive area. The deferred purchase date is intended to preserve the manufacturers 1-year warranty on the equipment for when the equipment is installed. FISCAL IMPACT: $59,180. This cost is within the authorized scope and budget for the project. RECOMMENDATION: Staff is recommending that the City Council authorize the City Administrator to purchase twelve individual grinder stations in the amount of $59,180 from Minnesota Pump Works for the Old Village Phase 5 and 6 Street, Drainage, and Utility Improvements. The recommended motion for the action is as follows: “Move to authorize the City Administrator to purchase twelve individual grinder stations in the amount of $59,180 from Minnesota Pump Works for the Old Village Phase 5 and 6 Street, Drainage, and Utility Improvements.” ATTACHMENTS: 1.
