BACKGROUND: On January 19, 2021 following a Public Improvement Hearing, the City Council ordered the improvements and preparation of the plans and specifications for the Tamarack Farm Estates Street Improvements. The project was initiated as part of the City’s annual Capital Street Improvement Program. The Tamarack Farm Estates Street Improvements includes the reconstruction of Linden Trail North, within the Tamarack Farm Estates subdivision, including the one-way loop street at the northwest end of the subdivision, consisting of approximately 2,100 feet of roadway. The proposed improvements include a fully reconstructed street with new granular subbase drainage layer, new Class 6 aggregate base and new bituminous pavement. The existing bituminous curb will be replaced with new concrete curb and gutter to improve drainage, improve the construction quality, and provide edge control to protect and extend the service life of the new bituminous surface. Storm sewer structure repair and replacement will be completed to restore the storm sewer system integrity and functionality. Stormwater infiltration basins are being constructed within the HOA Outlot to provide water quality treatment to meet VBWD rules. Roadway widening is proposed along the one-way loop to increase the street width from 14-feet to 19-feet. The added width is provided by holding the outside edge of the road at its existing location to minimize driveway and property impacts. The widening therefore occurs toward the center island area resulting in the removal of the existing interior boulevard trees. The added width is necessary to improve the turning radii at each corner and to better accommodate maintenance and emergency vehicle access. The design also includes 12 dedicated parking stalls using parallel parking bump-outs along the straight segments of the one-way loop roadway. Linden Trail, from 50th Street to the one-way loop, is proposed to remain at its current width of 26-feet, however, city staff is recommending that parking be allowed along one side the street, even though the roadway width does not fully meet the city’s current parking standards. As part of the project design, the team held 2 neighborhood design meetings. At each meeting the discussion of on-street parking was the primary concern for the neighborhood, and it was determined that the trees should be removed along the interior of the one-way loop to accommodate the added street width. The final design scope of improvements remains generally consistent with the feasibility report that was approved by the City Council on December 15, 2020, as recommended for the street and drainage improvements. Through neighborhood meetings it was determined to not move forward with the extension of municipal water to the neighborhood as part of this project. PROPOSAL DETAILS/ANALYSIS: The plans and specifications have been completed for the improvements and are ready to be advertised for contractor bids. A bid date has been scheduled for May 20, 2021. Once received, bids will be reviewed by staff with results to be presented to council on June 1, 2021 to consider awarding a construction contract. FISCAL IMPACT: The estimated total cost for the Tamarack Farm Estates Street Improvements is $645,000, with $193,800 paid through special assessments and the remaining $451,200 paid through the general tax levy. Approval of this motion does not commit the council to the project costs. Once contractor bids are received, the actual construction costs will be known and the council will be asked to consider entering into a contract to complete the work. RECOMMENDATION: Staff is recommending that the City Council consider, as part of the consent agenda, approving a Resolution approving the plans and specifications and ordering the advertisement for bids for the Tamarack Farm Estates Street Improvements. If removed from the consent agenda, the recommended motion for the action is as follows: “Move to approve Resolution No. 2021-046, approving the plans and specifications and ordering the advertisement for bids for the Tamarack Farm Estates Street Improvements.” ATTACHMENTS: 1. CITY OF LAKE ELMO WASHINGTON COUNTY STATE OF MINNESOTA RESOLUTION NO. 2021-046 A RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND ORDERING ADVERTISEMENT FOR BIDS FOR THE TAMARACK FARM ESTATES STREET IMPROVEMENTS WHEREAS, pursuant to a resolution passed by the City Council on the 19th day of January 2021, the City Engineer, together with TKDA, Inc., has prepared plans and specifications for the Tamarack Farm Estates Street Improvements and has presented such plans and specifications to the Council for approval. NOW, THEREFORE, BE IT RESOLVED, 1. Such plans and specifications, a copy of which is on file at Lake Elmo City Hall, and made a part hereof, are hereby approved. 2. The City Clerk shall prepare and cause to be inserted in the official paper and posted online with Quest Construction Data Network (QuestCDN.com) an advertisement for bids upon the making of such improvements under such approved plans and specifications. The advertisement shall be published for at least 21 days, shall specify the work to be done, and shall state that sealed bids be provided by following required electronic bidding procedures outlined by QuestCDN prior to the specified bid date and time and accompanied by a bid bond or cashier’s check made payable to the City of Lake Elmo in an amount not less than 5% of the amount of such bid will be considered.
