Messelt, City AdrninistratorP SUMMARY AND ACTION REOUESTED: It is respectfully requested that the City Council receive a brief presentation by representatives from 3M, Lake Elmo Rotary and City staff regarding planning and design considerations for the new Lake Elmo Welcome Monument, planned for Keats Ave N. The new monument will be similar in size and configuration to the current downtown Welcome Monument undertaken in conjunction with the Lake Elmo Jaycees. BACKGROUND INFORMATION & STAFF REPORT: With the previous consent of the City Council, City staff has been working with the several community partners in planning and designing a new Lake Elmo "Welcome Monument." The following pat tners have been active contributors in this effort: • 3M is contributing design, graphics and production services in developing a first -ever monument utilizing its new, innovative LED backlit Retro-reflective technology; • Lake Elmo Rotary is contributing $2,000 to the monument partnership project; • Washington County is working with the City on the location and permitting of the monument in the Keats Ave N. median, as well as on a maintenance and operation agreement; and • City leaders (including Council Members DeLapp and Errnnons) have served as in-house consultants, and City Parks, Public Works and Engineering staff are working on monument design and landscaping, solar power generation, and facilitating overall proj ect management. The innovative technologies being utilized in the Monument will serve as a real -life demonstration project for 3M and bring additional positive attention and notoriety to the City, -- page 1 -- City Council Workshop Lake Elmo Welcome Monument — Presentation August 12th, 2010 Workshop Agenda Item # 1 Lake Elmo Rotary and Washington County, Final design and specifications will be presented to the Parks Commission and City Council, as well as to partnering organizations, prior to construction. Of note: Due to federal (FHWA) and state (MNDOT) safety regulations, the initially -identified location of on or near the new Jarnaca/Highway 5 Roundabout has been reconsidered, with Keats Ave N. considered a highly -desired alternative. If successful, future Welcome Signs/Monuments are proposed for West (Highway 5), North (Lake Elmo Avenue) and East/Northeast (Hwy 5 and Manning). RECOMMENDATION: It is respectfully reconunended that the City Council receive a brief presentation by representatives from 3M, Lake Elmo Rotary and City staff regarding planning and design considerations for the new Lake Elmo Welcome Monument, planned for Keats Ave N. Messelt, City Administrato REVIEWED BY: - NA - SUMMARY AND ACTION REOUESTED: It is respectfully requested that the City Council receive a brief presentation by Assistant City Engineer Ryan Stempski regarding planning repair considerations for the Old Village sidewalks. Interim sidewalk repairs are being considered via a joint partnership with Washington County until such time as new roadwork and utility placement necessitate a complete sidewalk reconstruction. In addition, an opportunity may exist to partner with 3M and area businesses to further improve the Old Village area with LED backlit retro-reflective street name signs, new LED efficient and dark -skies -friendly street lights, and new banners and planters. BACKGROUND INFORMATION & STAFF REPORT: With the previous consent of the City Council, City staff has been working with Washington County in evaluating a comprehensive repair and replacement program for downtown sidewalks. This would be a joint City -County effort, most likely planned for 2011 and include leveling and repairing broken or unsafe sidewalks. In addition, several other possible opportunities may present themselves for Council consideration for downtown, including: • 3M is interested in contributing new street name signs, utilizing its innovative LED backlit Retro-reflective technology. 3M may also be interested in assisting the City and Washington County in testing new LED-teclmology for existing street intersection lights — ones that are not only energy efficient, but advance both dark skies and pedestrian friendly and safe initiatives; • Local area businesses are already working together on a nascent concept of "Restore the Core," a business — City partnership designed to serve as the impetus for improvement of the Old Village core; -- page 1 -- City Council Workshop Old Village Sidewalk Improvements August 12th, 2010 Workshop Agenda Item # 2 Washington County is willing to consider improvements other than sidewalk repairs as part of authorized improvements; and Some interest has been expressed by members of the conununity to explore possibilities in establishing a railway "quiet zone" for the Lake Elmo Avenue crossing. The proposed sidewalk improvements will advance current aesthetic and safety considerations and any additional projects will bring positive attention and focus to Lake Elmo and its Old Village area. Final design and specifications will be presented to the City Council, as well as to partnering organizations, prior to undertaking any repairs. Of note: Due to federal (FHWA) and state (MNDOT) safety regulations, MNDOT is not currently participating in any of the proposed improvements as they may relate to Highway 5. RECOMMENDATION: It is respectfully recommended that the City Council receive a brief presentation by representatives from City staff regarding planning considerations for Old Village sidewalk improvements, as well as other possible Old Village improvements. BACKGROUND INFORMATION & STAFF REPORT: With the consent of the City Council, Chief Malmquist is part of the F.A.S.T (Fire Chiefs Assistance and support Team) statewide response team. Chief Malmquist will give brief presentation on his recent deployment through the Minnesota State Fire Chiefs Association to assist the Zumbro Falls and Hammond communities following recent flooding, RECOMMENDATION: It is respectfully recommended that the City Council receive a brief presentation by Fire Chief Malmquist on his recent deployment to Wadena as part of the Minnesota State Fire Chief's Association's FAST program.
