City of Lake Elmo Parks Commission Minutes
May 16, 2022
Members Present: Commissioners Ames, Hoelscher, Kastler, Rivera, and Barrett
Staff Present: Public Works Director Powers, Assistant Public Works Director Swanepoel, and
City Planner Hetzel
The meeting was called to order by Ames at 6:30 PM.
Approval of Agenda
Kastler requested to amend the agenda by adding Council Annual Meeting after line item number
8. Communications. Hoelscher motioned to approve the amended agenda, Rivera provided a
second; unanimously approved 5-0.
Approval of Minutes
Barrett motioned to approve the April 18th, 2022 Parks Commission Minutes as presented,
Hoelscher provided a second; unanimously approved 5-0.
Public Comments
Todd Williams at 3025 Lake Elmo Ave N provided comments and suggestions regarding the
ease of locating parks information on the city website.
Tom Edison with the Lake Elmo Baseball Association requested to work with the City to install
new or improve current fields, such as Reid Park. Commission discussion held regarding
city fields.
2023-2027 Capital Improvement Plan
Hetzel provided current CIP information.
Todd Williams at 3025 Lake Elmo Ave N requested the repair of pickleball courts be added to
the CIP.
Discussion held regarding the amendments: improvements for the Pebble Park courts raised to
priority 2, the dog park and Kleis Park disk golf moved to 2024, added pickle ball for $100,000
with location to be determined for 2023, and neighborhood trails kept at 2023 priority 2 with
increased amount to $250,000.
Hoelscher motioned to approve the 2023-2027 CIP as amended, Rivera provided a second;
discussion. Motion passed unanimously 5-0.
9450 Hudson Blvd Park Dedication
Discussion was held regarding ordinance, trees, high density development, and parkland
investment.
Kastler moved to recommend the City accept cash in lieu of land, Barrett provided a
second; no discussion. Motion passed unanimously 5-0.
Ames motioned to recommend to the developer a minimum of 8 feet standard trail as they
develop this property, Barret provided a second; Kastler amended the motion to add
connection to existing trails to the north, Ames accepted the friendly amendment, Barret
provided a second. Motion passed unanimously 5-0.
Ames noted that our park dedication is 10% of the land. If the whole city where to be developed
this way we would have a lot of residents and very little Park land. It is something we may want
Council to think about a contingency for high-density development that isn’t about the
percentage of land.
Communications
a) Knappogue Farm-Kaspterson Concept PUD and Plat Update (Lennar) – application was
withdrawn.
b) City Council approved 2022 Parks Work Plan
Annual Council Meeting
Kastler provided information on old code to meet annually in April with Council but when the
code recodified in November 2021 the language no long exists.
Discussion held regarding code and past practice.
Ames directed staff to ask some questions and put it under Communications for next
month.
Ames adjourned the meeting at 7:58 PM
