A REA SOLUTION APPROVING PARKING RESTRICTION PLANS
ALONG CERTAIN PUBLIC STREETS IN THE HAMLET ON SUNFISH
LAKE, WHISTLING VALLEY, AND TORRE PINES SUBDIVISIONS
WHEREAS, the City of Lake Elmo, Minnesota has adopted Engineering Standards that allow
parking on both sides of the street for streets 32 feet in width; allow parking on one side of the street for
streets 28 feet in width; and restrict parking for streets less than 28 feet in width or less; and
WHEREAS, the City recently completed improvements along the public streets in the Hamlet Oil
Sunfish Lake subdivision, including Kindred Way (rural access road) — 24-feet wide; Kindred Way North
Loop — 22 feet wide; Kindred Way South Loop — 22 feet wide; Kindred Way Center Circle — 27 feet
wide; and Kindred Court — 22 feet wide; and
WHEREAS, the City is proposing to complete improvements in 2022 along the public streets in
the Whistling Valley subdivision, including 10th Street Lane — 24 feet wide; Whistling Valley Road — 24
feet wide; and Whistling Valley Trail — 24 feet wide; and
WHEREAS, the City is proposing to complete improvements in 2022 along the public streets in
the Torre Pines subdivision, including 21st Street entrance (one-way divided) — 26 feet wide; 21st Street —
30 feet wide; 22nd Street — 30 feet wide; 22nd Street Court — 30 feet wide; and 22nd Street Court cul-de-
sac (one-way loop) — 24 feet wide; and
WHEREAS, the public streets in each of these subdivisions have not previously had parking
restrictions along the public streets; and
WHEREAS, City staff, including the City Engineer, Public Works Director and Fire Chief have
reviewed the public streets in the Hamlet on Sunfish Lake, Whistling Valley, and Torre Pines
subdivisions to identify the feasibility of allowing parking in all or portions of each subdivision and are
recommending exceptions to the City Standard parking restrictions.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Lake Elmo shall allow
or restrict parking of motor vehicles along the public streets listed below as follows:
Hamlet on Sunfish Lake
I . Kindred Way (rural access road) — 24-feet wide; No parking both sides.
2. Kindred Way North Loop — 22 feet wide; No parking one side as determined by staff.
3. Kindred Way South Loop — 22 feet wide; No parking one side as determined by staff.
4. Kindred Way Center Circle — 27 feet wide, No parking one side as determined by staff.
5, Kindred Court — 22 feet wide; No parking one side as determined by staff.
6. Kindred Court cul-de-sac; No parking both sides,
Whistling Valley
1. 10th Street Lane — 24 feet wide; No parking one side as determined by staff,
2. Whistling Valley Road — 24 feet wide; No parking one side as determined by staff
3. Whistling Valley Trail — 24 feet wide; No parking one side as determined by staff,
Torre Pines
I , 21st Street entrance (one-way divided) — 26 feet wide; No parking oil one side.
2, 21 st Street — 30 feet wide, No Parking restrictions. Parking allowed on both sides.
3. 22nd Street — 30 feet wide; No parking restrictions, Parking allowed oil both sides.
4, 22nd Street COUrt — 30 feet wide; No Parking restrictions, Parking allowed oil both sides.
5, 22nd Street COUrt CUI-de-sac (one-way loop) — 24 feet wide; No Parking oil one side.
