RESOLUTION NO. 2022-053
A RESOLUTION APPROVING COOPERATIVE AGREEMENTS WITH
WASHINGTON COUNTY FOR THE COUNTY STATE AID HIGHWAY (CSAH) 15
AND 30TH STREET INTERSECTION IMPROVEMENTS
WHEREAS, Washington County intends to construct intersection improvements at County State
Aid Highway (CSAH) 15 (Manning Avenue N.) and 30th Street North, from 700 feet west of Manning
Avenue to 600 feet east of Manning Avenue in the City of Lake Elmo, Baytown Township and West
Lakeland Township, herein referred to as the "Project"; and
WHEREAS, the County, City, and Townships agree to share in certain local costs included in the
Project as detailed in the attached Cooperative Cost Share Agreement; and
WHEREAS, upon completion of this project, the County, City, and Townships agree to their
respective ownership and maintenance responsibilities as identified in the attached Cooperative Maintenance
Agreement and attached Signal Maintenance Agreement; and
WHEREAS, a cooperative effort between the County, City and Townships is the appropriate
method to facilitate the construction of these improvements, project cost sharing, and facilitate the
maintenance of the items constructed by the Project, including the operation and maintenance of the traffic
signal; and
WHEREAS, this Agreement is made pursuant to statutory authority contained in Minnesota Statute
162.17 sub.I and Minnesota Statute 471.59.
NOW, THEREFORE, BE IT RESOLVED,
1. That Cooperative Agreement 14787 for the project costs of County State Aid Highway (CSAH)
15 (Manning Avenue N.) and 30th Street Intersection Improvements, between the City of Lake
Elmo and Washington County, is hereby approved and the Mayor and City Administrator are
hereby authorized to execute the agreement on behalf of the City of Lake Elmo.
2. That Cooperative Maintenance Agreement 14786 and Cooperative Signal Maintenance
Agreement 14788 between the City of Lake Elmo and Washington County are hereby approved
and the Mayor and City Administrator are hereby authorized to execute the agreements on behalf
of the City of Lake Elmo.
