RESOLUTION NO. 2022-067
RESOLUTION AUTHORIZING PUBLICATION OF A SUMMARY OF ORDINANCE
2022-10
WHEREAS, the Lake Elmo City Council has adopted Ordinance No. 2022-10, an ordinance that
amends the City's Zoning Code Article XIII.
WHEREAS, the ordinance is lengthy; and
WHEREAS, Minnesota Statutes, section 412.191, subd. 4, allows publication by title and
summary in the case of lengthy ordinances or those containing charts or maps; and
WHEREAS, the City Council believes that the following summary would clearly inform
the public of the intent and effect of the ordinance.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lake Elmo
that the City Clerk shall cause the following summary of Ordinance No. 2022-10 to be published in
the official newspaper in lieu of the entire ordinance:
Public Notice
The City Council of the City of Lake Elmo has adopted Ordinance No. 2022-10, an ordinance that
amends the City Code language in the Zoning Ordinance. This ordinance alters language in the
City Code to add a Village Medium Density Residential (V-MDR) district and a Village High
Density Residential (V-HDR) district. The following is a summary of the adopted ordinance
language:
Ordinance 2022-05 includes the following elements to amend Article XHI:
The full text of Ordinance 2022-05 is available for inspection at Lake Elmo City Offices during
regular business hours.
1. V-MDR Village Low Density Residential. The purpose of the V-MDR zoning district is
provide an area for greater variety in housing stock and bring more people closer to living
within easy access to the Main Street of the Old Village. Appropriate housing types in this
area may include single-family detached, duplexes, and townhomes/villa housing types.
Residential development within areas zoned V-MDR will occur at a density of 3.01 to 8 units
per acre.
2. V-HDR Village High Density Residential. The purpose of the V-HDR zoning district is
to provide an area for a variety of higher density housing types in the Village Planning
Area and to bring a higher concentration of people closer to Old Village Destinations and
amenities. Appropriate housing types in this area include multifamily dwellings. This
area is intended to provide for opportunities for more housing at a wider range of price
points and to provide lifecycle housing in Lake Elmo. Residential development within
areas zoned V-HDR will occur at a density of 8.01 to 12 units per acre.
3. Permitted and conditional uses are added for V-MDR and V-HDR
4. Lot dimensions and building bulk requirements are added for V-MDR and V-HDR.
BE IT FURTHER RESOLVED by the City Council of the City of Lake Elmo that the City
Administrator keep a copy of the ordinance at City Hall for public inspection and that a full copy of
the ordinance be placed in a public location within the City.
