MEMO (March 17, 2006 for the Meeting of March 20, 2006) To: Lake Elmo Par Commission From: Chu k 4 Subject: Carriage Station Park Improvements The approved 2006-2010 Capital Improvements Program includes additional development in Carriage Station Park at an expenditure of $65,000. 1 have attached a sketch of the site prepared by TKDA that depicts proposed improvements. It is my understanding that Mike and Administrator Rafferty have communicated with Carriage Station residents regarding the content and location of those improvements. As of this writing I have no specific information to the estimated cost of these improvements — related to the $65,000 maximum expenditure in the approved CIP. I hope to have those estimates available at the March 20 Commission meeting. Mike (if it doesn't snow again) will also be available to explain why certain improvements are made at the noted locations. 1 • 13 i ' 3181 i 'ice I" • ' '' . .,r' v it G low MR, : •.. , 1 • , J ` •kY; I i AR FOR URE PLAY t UIPMENT I ' ''71 `►r,s`I MEMO met o 11, 01 a I' ' mail CONSTRUCTION DOCUMENTS II I HEREBY CERTIFY THAT THIS PLAN, SPECIFICATION, OR REPORT WAS PREPARED BY ME OR UNDER MY DIRECT SUPERVISION AND THAT I AM A DULY LICENSED PROFESSIONAL ENGINEER UNDER THE LAWS OF THE STATE OF MINNESOTA SIGNATURE: PRINTEDNAME: x LIC. The Council will then review the recommendations, make any modifications they deem necessary, and order the project design/bidding process. The approved 2006-2010 CIP includes a $150,000 allocation from the Park Dedication Fund for trail construction during 2006. Little or no Public expenditures on trails has been realized over the past few years (other than Park Dedication Fee credits for Public trails that have been or are to be constructed by developers in some new subdivisions) pending completion of the new Trails Guide Plan. With that Plan completed and adopted by the City Council, 2006 becomes a year to launch a major construction program to begin filling in the gaps in the trail system that have been identified in the Plan. At your February meeting Commissioners were encouraged to Email staff regarding suggested 2006 trail construction priorities. Several commissioners responded. I have attached their suggestions. Staff has considered possible priorities as well. As of this writing staff -suggested priorities are limited to the following: Construction of the trail segment within vacated 55"' Street North from Marquess Trail to the trail segment under construction in the Sanctuary neighborhood. This work has been already earmarked for 2006 by the City Council during negotiations on the 55"' Street vacation. It is anticipated that the City can contract with the Sanctuary developer to have this segment constructed concurrent with the Sanctuary trails using the same contractor. Since the former 551h Street road base can be used for most of the segment the cost to construct (@8 feet paved) is currently estimated to be a minimal $12,500 for nearly 1,200 feet of trail. Construction of the trail segment from Marquess Trail (as it approaches Highway 5) south to the 50'h Street North trail. The very early estimate for the cost of this 1,000 foot segment is $25,000. Here there is some existing base material but there may be some additional costs involved since we would be adjacent drain fields and crossing over a pipe associated with the Carriage Station wastewater system. Assuming these two segments become Priority 41 and 92 — which staff recommends — over $100,000 of allocated CIP funding will remain to address other Commission priority segments. The Cify Fngineer recommends that at this point a "safe" per foot construction cost to assume is $30. About 3,750 lineal feet of 2006 trail construction remains to be prioritized/recommended on that assumption. I like the suggestion of doing the part that goes from Klondike into the Regional Park. I don't know if we are in a position with the Regional Park yet to do that. Another thought would be to do the stretch along hwy 5. We have a lot of people on the shoulder of 5 and it is a safety issue. It looks the Fields/Tana Ridge segment needs to wait for the next cycle. There is still some coordination needed between the neighborhoods. Though I have talked with people in both communities, they have not talked together (except through me). Next year! This is the city's birth- place, where the first family settled, where the assembly met that created the township we now know as the City of Lake Elmo. This park's rolling glacial landscape is the same today as it was for the first settlers; a pristine oak forest with gentle ridges separating ponds that show- case both landscape and a lush wildlife habitat. A rare jewel indeed! This is a large, centrally located park with a total of 284 acres. It is primarily wooded and remains in its natural state. The park has three ponds and access to Sunfish Lake. Hiking, cross-country skiing and picnicking are the primary activities at Sunfish Lake Park.
