ITEM: Consider proposals for architectural design development services for
Carriage Station and Demontreville Park picnic shelter projects

SUMMARY AND ACTION REQUESTED:
The commission is being asked to consider proposals for architectural design development services for the Carriage Station Park and Demontreville Park picnic shelter projects. These
design services would include a floor plan; elevations, a building section; details for roof edge, gable bent, columns, concrete work and materials; and material specifications. In
short, the plans would allow the city to obtain competitive bids from contractors to build the shelters. The plans will also satisfy the State of Minnesota’s requirement that the shelters
be reviewed and approved by a structural engineer.
BACKGROUND INFORMATION:
Design Forum has developed conceptual designs for 2 picnic shelters. One of the shelters is approximately 20’ x 20’ in size and to be located in Carriage Station Park. The other is
approximately 20’x 32” in size and is to be located in Demontreville Park. Lowes Inc. has provided a gift of approximately $11,000 in materials and supplies for construction of the
large shelter and the Lake Elmo Jaycees has offered $4,000 towards the smaller shelter to be located at Carriage Station Park.
State law does not require that projects with estimated costs of less than $100,000 go through a competitive public bidding process. Rather, projects of this nature can be awarded after
requesting a minimum of 3 proposals for consideration. Awarding of the project is then made based on a subjective review of the product / services being offered as well as the associated
proposed costs. Managing projects in this manner eliminates need and expense associated with engineering, plan development, and bid preparation services.
While the RFP process would seem to be a logical and attractive option for proceeding with the picnic shelter projects, staff has determined that the State of Minnesota requires that
all public facilities, no matter the size, be reviewed and approved by a certified structural engineer. For this reason, the development of shelter plans and specifications is required.
Proposals for architectural design development services for the park shelters will be made available at the meeting.
