ITEM: Update on 2011-16 Park Capital Improvement Plan

BACKGROUND INFORMATION:
The Parks Commission reviewed and approved a 2011-2016 Park Capital Improvement Plan in November was forwarded to the Planning Commission and City Council for their review and consideration.
The City Council adopted the plan at their December 7 meeting as it was approved by the Parks Commission.
Considerable discussion during the CIP item at the November meeting centered around the possible need for replacement of lights at Lions Park. There was little information and detail
for the Commission to consider regarding the current status of lighting at the park and few details related to the age, condition, and record of repair of the existing lights. Carol
Kriegler will provide a brief report on the existing lights and potential benefits of light replacement.
Additionally, Commission member Zeno has expressed that it might be appropriate to consider lighting of the volleyball court at the time of any future lighting improvement project at
the park. Carol Kriegler will also report on how this lighting improvement might be accomplished. The Park Commission might at some point want to consider a recommendation to amend
the Park CIP to include some lighting improvements at the park.
In light of the lack of detailed information regarding this item, the Parks Commission might also want to discuss the CIP planning process in general and make suggestions as to how staff
can improve in providing the level of information and detail needed for the Park Commission to conduct the important work of developing and approving a Park CIP.
