City of Lake Elmo Parks Commission Minutes
May 15, 2023
Members Present: Commissioners Kastler, Rivera-Reyes, Barrett, Bloyer, and Esch
Absent: Commissioner Hoelscher
Staff Present: Assistant Public Works Director Swanepoel and City Planner Jensen
The meeting was called to order by Kastler at 6:30 PM.
Approval of Agenda
Esch motioned to approve the agenda as presented, River provided a second; no discussion.
Unanimously approved 5-0.
Approval of Minutes
Barrett motioned to approve the April 17, 2023 Parks Commission Minutes, Kastler provided a
second; no comments. Motion passed unanimously 5-0.
Public Comments
None.
Northshore Development – Concept Plan
City Planner Jensen presented Northshore’s Concept Plan. Discussion held regarding the trail plan,
sidewalks, and safety concerns due to the traffic. Representative Matt Alexander answered commission
questions in relation to the phase one (1) plan.
Rivera-Reyes moved to recommend approval of the Northshore Development Concept Plan with
the acceptance of the set fee for the commercial component of the project, the acceptance of cash in
lieu of land for the residential component of the project, and to recommend a pedestrian crossing
be added to connect to the existing regional trail based on the findings listed in the staff report,
Esch provided a second; discussion held. Motion carried 5-0.
Capital Improvement Plan (CIP)
Assistant Public Works Director Swanepoel presented the 2024-2033 CIP. Discussion held in relation to
CIP project items.
Bloyer motioned to recommend including an outdoor fitness park for $30,000, Barrett provided a
second; discussion held. Bloyer friendly amended the motion to add the outdoor fitness park to the
CIP in year 2025 with a priority level of three (3), Esch provided a second. Both motions passed 5-0.
Esch motioned to identify additional projects to add to the 2024-2033 CIP, Barrett provided a
second; discussion held. Esch friendly amended the motion to include in the CIP for year 2029 at
priority level three (3) the following items with the following prices: disc golf for $30,000, outdoor
fitness equipment for $30,000, skate/bike park for $150,000, pickleball for $200,000, and a central
playground complex for $300,000, in addition, recommend moving the Lions Park playground
structure up to year 2025 with the same priority and dollar amount listed, Rivera-Reyes provided a
second; discussion held. Both motions passed 5-0.
