HomeMy WebLinkAbout06-15-21CITY OF LAKE ELMO CITY COUNCIL MINUTES JUNE 15, 2021 CALL TO ORDER/PLEDGE OF ALLEGIANCE Mayor Cadenhead called the meeting to order at 7:00 pm. PRESENT: Mayor Charles Cadenhead and Councilmembers Katrina Beckstrom, Dale Dorschner, Jeff Holtz and Lisa McGinn. Staff present: Administrator Handt, City Attorney Sonsalla, City Engineer Griffin, Public Works Director Powers, Planning Director Roberts, Fire Chief Kalis, Finance Director Magureanu and City Clerk Johnson. APPROVAL OF AGENDA Item 21, “Resolution 2021-068 Extending the Period of Local Emergency” was added to the Regular Agenda. Councilmember Dorschner, seconded by Councilmember McGinn moved TO APPROVE THE AGENDA AS AMENDED. Motion passed 5 – 0. ACCEPT MINUTES Councilmember Holtz, seconded by Councilmember Dorschner, moved TO ACCEPT THE MINUTES OF THE JUNE 1, 2021 CITY COUNCIL MEETING AND JUNE 8, 2021 CITY COUNCIL WORKSHOP AS PRESENTED. Motion passed 5 – 0. PUBLIC COMMENTS/INQUIRIES Charles Hathaway, 9949 Tapestry Grove, commented on the community septic system in his neighborhood and asked the City Council to consider connecting the Tapestry neighborhood to city sewer as soon as possible. Motion passed 5 - 0. ITEM 17: Public Hearing-Capital Improvement Plan and Preliminary Approval to Issue Capital Improvement Bonds Finance Director Magureanu presented the Capital Improvement Plan and proposal for issuance of bonds for the construction of a new combined facility for city hall, fire station and law enforcement. Councilmember Dorschner, seconded by Councilmember Holtz, moved TO OPEN THE PUBLIC HEARING. Motion passed 5 – 0. No comments were received. Councilmember Dorschner, seconded by Mayor Cadenhead, moved TO CLOSE THE PUBLIC HEARING. Motion passed 5 – 0. Councilmember McGinn, seconded by Councilmember Holtz, moved TO APPROVE RESOLUTION 2021-066 AUTHORIZING ISSUANCE OF THE CIP BONDS NOT TO EXCEED $15,000,000 AS PART OF THE SERIES 2021A. Motion passed 5 – 0. ITEM 18: 2020 Audit Presentation Andy Hering, Redpath & Co., presented the 2020 Audit report, noting that the City received an unmodified audit opinion. ITEM 19: Public Meeting for MS4 Permit Program and Accept 2020 MS4 Annual Report City Engineer Griffin presented the MS4 Permit Annual Report. No comments were received from the public. Councilmember Holtz, seconded by Councilmember Dorschner, moved TO ACCEPT THE MS4 ANNUAL REPORT FOR 2020 AND AUTHORIZE STAFF TO SUBMIT THE REPORT TO THE MPCA. Motion passed 5 – 0. ITEM 20: Contract with GoodPointe Technology for Pavement Condition Evaluation City Engineer Griffin reviewed the proposal for contracting with GoodPointe to conduct a pavement condition assessment and city wide street inventory. Councilmember McGinn, seconded by Councilmember Holtz, moved TO APPROVE A CONTRACT WITH GOODPOINTE TECHNOLOGY FOR PAVEMENT CONDITION EVALUATION SERVICES IN A NOT TO EXCEED AMOUNT OF $20,900. Motion passed 5 – 0. ITEM 21: Resolution 2021-068 Extending the Period of Local Emergency City Administrator Handt reviewed the watering ban restrictions in place during the emergency and proposed updates to the emergency to deny any future requests for sod watering waivers. Councilmember Dorschner, seconded by Mayor Cadenhead, moved TO ADOPT RESOLUTION 2021-068. Motion passed 5 – 0. COUNCIL REPORTS Mayor Cadenhead: Provided reminders of the Arbor Glen Ribbon Cutting, 4th of July Kids Parade and National Night out. Councilmember Holtz: Reported on 3M settlement team meetings and emails from residents regarding the Highway 36/Keats Avenue intersection safety concerns. STAFF REPORTS AND ANNOUNCEMENTS Administrator Handt: Commented on the Tapestry sewer petition timeline, Met Council SAC determination on outdoor dining, conceptual drinking water plan delays, meeting with Mayor Cadenhead and Pollution Control Agency, Keats/Hwy 36 acceleration lane, Planning Commission and EDA interviews, delayed groundbreaking for the new city facilities building and Valley Branch Watershed District meeting regarding flooding in landlocked basins. City Attorney Sonsalla: Reported that the Village Parkway railroad crossing meeting is postponed until July Finance Director Magureanu: Submitted application for ARP funds. City Engineer Griffin: Provided an update on Old Village phase 5 & 6. Public Works Director Power: Continuing to closely monitor the water supply. Meeting adjourned at 8:53 pm.
