CITY COUNCIL MINUTES

CALL TO ORDER/PLEDGE OF ALLEGIANCE
Mayor Cadenhead called the meeting to order at 7:00 pm.
PRESENT: Mayor Charles Cadenhead and Councilmembers Katrina Beckstrom, Dale Dorschner,
Jeff Holtz and Lisa McGinn.
Staff present: Administrator Handt, City Attorney Sonsalla, City Engineer Griffin, Planning
Director Roberts, Fire Chief Kalis, Finance Director Magureanu and City Clerk Johnson

Councilmember McGinn, seconded by Councilmember Dorschner, moved TO APPROVE THE

his accomplishments and being chosen to represent the United States Physics Traveling team in
the International Physics Olympiad.

ITEM 24: Receive Petition, Authorize Feasibility Report, Topographic Survey and Final
Design for the Tapestry Sanitary Sewer Improvements
City Engineer Griffin reviewed the petition requesting connection to municipal sewer service
from the Tapestry neighborhood and presented the scope of improvements. Discussion was held
regarding the anticipated cost of the project and potential assessments to the benefitting
properties.
Councilmember Dorschner, seconded by Councilmember Beckstrom, moved TO APPROVE
RESOL UTION NO. 2021-078, DECLARING ADEQ UACY OF PETITION, AND
ORDERING PREPARATION OFA FEASIBILITYREPORT AND PREPARATION OF
PLANS AND SPECIFICATIONS FOR THE TAPESTR Y SANITAR Y SEWER EXTENSION
TO BE COMPLETED JOINTLYBY FOCUS ENGINEERING, INC. AND BOLTONAND
MENK, INC. IN THE NOT TO EXCEED AMOUNT OF $26,484.00. Motion passed 5 — 0.
Councilmember Holtz, seconded by Councilmember McGinn, moved TOAPPROVEA
PROFESSIONAL ENGINEERING DESIGNAND CONSTRUCTION SUPPORT
SER VICES CONTRACT TO BOLTONAND MENK, INC IN THE NOT TO EXCEED
AMOUNT OF $165,027 FOR THE TAPESTRYSANITARYSEWER EXTENSION. Motion
passed 5 — 0.

ITEM 25: Old Village Phase 5 & 6 Change Order
City Engineer Griffin reviewed the proposed change order options for the Old Village Phase 5 &
6 sanitary sewer design due to difficulties in tunneling on 32"d Street North.
Councilmember Holtz, seconded by Councilmember McGinn, moved TO DIRECT STAFF TO
CONTINUE WORKING ON THE REDESIGN FOR THE SANITARY SEWER FOR THE
OLD VILLAGE PHASE S AND 6 STREET DRAINAGE, AND UTILITY IMPR 0 VEMENTS,
FOR OPTION 2 TO INCL UDE A LIFT STATION TO BE LOCATED AT THE CITY
OWNED PROPERTY ON 32ND STREET NORTH, AND TO DIRECT THE CONTRACTOR
TO CONTINUE WORK ON THE PROJECT INACCORDANCE WITH THE OPTION 2
SANITARY SEWER REDESIGN LAYOUT. Motion passed 5-0.
ITEM 26: Appointment to the Planning Commission
Mayor Cadenhead, seconded by Councilmember Holtz, moved TO APPOINT MICAH
FRIEZE TO THE PLANNING COMMISSION FOR A THREE YEAR TERM. Motion
passed 5 — 0.
ITEM 27: Appointment to the EDA
Mayor Cadenhead, seconded by Councilmember Dorschner, moved TO APPOINT TOM
TRIPLETT TO THE EDA. Motion passed 5 — 0.
COUNCIL REPORTS
Mayor Cadenhead: Thanked staff, volunteers and the Lake Elmo Rotary for their assistance with
the 4th of July kids parade and celebration.
STAFF REPORTS AND ANNOUNCEMENTS
Administrator Handt: Provided a reminder of Family Nature Day July 1 Oth at the Sunfish Lake
Park Nature Center.
City Attorney Sonsalla: Railroad crossing meeting is scheduled for July 10,
Planning Director Roberts: Working on Launch/Crossroads project grading and reported a
concept plan is anticipated for the Schiltgen property.
City Engineer Griffin: Working on managing multiple construction projects.
Finance Director Magureanu: Tax settlements received July 2nd from Washington County.
Fire Chief Kalis: Reported that the holiday weekend was busy with calls.

Sergeant Erickson: Reported on spend enforcement conducted over the holiday weekend and
stated that Sheriff Department staff would be moving from the City Hall Building to the
Washington County Government Center at the end of the month.
