CITY OF LAKE ELMO <br />CITY COUNCIL WORKSHOP MINUTES <br />SEPTEMBER 14, 2021 <br />CALL TO ORDER <br />Called the meeting to order at 6.30 pm. <br />PRESENT: Mayor Cadenhead, Councilmembers Katrina Beckstrom, Dale Dorschner and Lisa <br />McGinn. Absent: Councilmember Jeff Holtz. <br />Staff present: City Administrator Handt, Finance Director Magureanu, Planning Director Just and <br />City Clerk Johnson. <br />Superintendent Malinda Lansfedlt/ISD 834 Bond <br />Superintendent Lansfeldt presented information on the upcoming referendum for school district <br />funding that will be on the November 2, 2021 ballot. <br />TIF Introduction/NorthPoint Discussion <br />City Administrator Handt provided a brief overview, followed by representatives from <br />NorthPoint Development discussing details of their proposed development and financing <br />assistance request. Tammy Omdahl, Northland Public Finance, presented an overview of the use <br />and guidelines for tax increment financing, noting that the City should have a policy for use of <br />TIF. <br />Oakdale Sewer Service Agreement <br />City Administrator Handt reviewed the background of the discussions with the City of Oakdale <br />for a sanitary sewer connection to serve the 180 acres owned by the City at the intersection of <br />Ideal Avenue and CSAH 14.
