CITY COUNCIL WORKSHOP MINUTES
SEPTEMBER 14, 2021
CALL TO ORDER
Called the meeting to order at 6.30 pm.
PRESENT: Mayor Cadenhead, Councilmembers Katrina Beckstrom, Dale Dorschner and Lisa
McGinn. Absent: Councilmember Jeff Holtz.
Staff present: City Administrator Handt, Finance Director Magureanu, Planning Director Just and
City Clerk Johnson.
Superintendent Malinda Lansfedlt/ISD 834 Bond
Superintendent Lansfeldt presented information on the upcoming referendum for school district
funding that will be on the November 2, 2021 ballot.
TIF Introduction/NorthPoint Discussion
City Administrator Handt provided a brief overview, followed by representatives from
NorthPoint Development discussing details of their proposed development and financing
assistance request. Tammy Omdahl, Northland Public Finance, presented an overview of the use
and guidelines for tax increment financing, noting that the City should have a policy for use of
TIF.
Oakdale Sewer Service Agreement
City Administrator Handt reviewed the background of the discussions with the City of Oakdale
for a sanitary sewer connection to serve the 180 acres owned by the City at the intersection of
Ideal Avenue and CSAH 14. Nick Dragisich, Baker Tilly, answered questions regarding cost
sharing.
Items for Future Agenda
Items proposed for future agendas were noted by Mayor Cadenhead.
