HomeMy WebLinkAbout10-12-21CITY OF LAKE ELMO CITY COUNCIL WORKSHOP MINUTES OCTOBER 12, 2021 CALL TO ORDER Called the meeting to order at 6:30 pm. PRESENT: Mayor Cadenhead, Councilmembers Katrina Beckstrom, Dale Dorschner, Jeff Holtz and Lisa McGinn. Staff present: City Administrator Handt, Assistant Administrator Dickson, Finance Director Magureanu, City Engineer Griffin and, Public Works Director Powers and City Clerk Johnson. Conceptual Drinking Water Supply Plan Jess Richards, Minnesota Department of Natural Resources, introduced the plan. Kirk Koudelka, Minnesota Pollution Control Agency, reviewed plan goals, approach, priorities, key decisions points, final plan and contingency fund to cover cost of future uncertainties. Mr. Koudelka also noted online resources for additional information for residents. Brief discussion was held concerning connecting to neighboring community water systems, volume limits and other concerns. Sunfish Lake Park User Group Requests Amy Voelt presented the group's goals, concerns and requests for safety and usage improvements in the park. Noted the group's goals and requests of the Council. Matt Lehmann, Stillwater Mountain Bike Coach, spoke about the mountain bike trail use. Parks Commissioner John Ames stated that it was intended that bikers and hikers be separated. Tony Manzarra commented on dogs in the park, stating he estimates that 15% of dogs are off leash. Prosecution Interviews Joe Van Thomme and Tom Weidner of Eckberg Lammers presented information regarding their firm’s prosecution services. Councilmembers posed interview questions. Kevin Beck and Rebecca Duren of Kelly & Lemmons reviewed their firm’s prosecution services and Councilmembers posed interview questions. ARPA Funds City Administrator Handt discussed ARPA funding that may be available through Washington County and suggested requesting funding for a sewer extension to the city owned 180 acres near Ideal Avenue. Items for Future Agenda Items proposed for future agendas were noted by Mayor Cadenhead.
