PRESENT: Mayor Charles Cadenhead and Councilmembers Katrina Beckstrom, Dale Dorschner, Jeff Holtz and Lisa McGinn. Staff present: Administrator Handt, Assistant Administrator Dickson, City Attorney Sonsalla, City Engineer Griffin and City Clerk Johnson APPROVAL OF AGENDA Councilmember Dorschner, seconded by Councilmember Holtz, moved TO APPROVE THE AGENDA AS PRESENTED. ITEM 22: Accept Bids and Award Contract for Water Tower 3 City Engineer Griffin summarized bid received for the project. Councilmember Dorschner, seconded by Councilmember Holtz, moved TOAPPROVE RESOL UTION NO. 2022-012 ACCEPTING BIDS AND AWARDING A CONTRACT TO PHOENIX FABRICATORS & ERECTORS, LLC IN THE AMOUNT OF $3,493,000 FOR WATER TOWER NO. 3. Motion passed 5 — 0. ITEM 23: Accept Bids and Award Contract for Water Tower 3 Trunk Watermain Extension City Engineer Griffin provided a brief overview of the project and bids. Councilmember Holtz, seconded by Councilmember Dorschner, moved TO APPROVE RESOL UTION NO. 2022-013, ACCEPTING BIDS AND AWARDING A CONTRACT TO NORTHDALE CONSTRUCTION COMPANY, INC. IN THE AMOUNT OF $523,672.42 FOR THE WATER TOWER NO. 3 TRUNIC WATERMAINEXTENSION. Motion passed 5 —0. Motion passed 5 — 0. ITEM 24: Request for Proposals for Operational Audit of Administration and Finance Departments Assistant Administrator Dickson presented the scope of services, timeline for submittals and budget. Councilmember Dorschner, seconded by Councilmember McGinn, moved TO APPROVE THE ISSUANCE OF REQUEST FOR PROPOSALS FOR OPERATIONAL AUDIT OF FINANCE AND ADMINISTRA TION DEPARTMENTS. Motion passed 5 — 0. COUNCIL REPORTS Mayor Cadenhead: Attended regional Mayors Coalition meeting STAFF REPORTS AND ANNOUNCEMENTS Administrator Handt: Provided a reminder that the next Council meeting will be held on a Wednesday due to precinct caucuses. Sergeant Erickson: Reported that several new neighborhood watch groups have been formed. City Engineer Griffin: Update regarding Whistling Valley neighborhood meeting with the shared well group. CLOSED SESSION Councilmember Holtz, seconded by Councilmember Dorschner, moved TO ENTER CLOSED SESSION PURSUANT TO MINNESOTA STATUTES, SECTION 13D. 05, SUBD. 3(B) TO DISCUSS MATTERS PROTECTED BY THE ATTORNEY -CLIENT PRIVILEGE PERTAINING TO POTENTIAL LITIGA TIONA GAINST HAMLET ON SUNFISH LAKE HOA.
