CITY COUNCIL MINUTES

CALL TO ORDER/PLEDGE OF ALLEGIANCE
Mayor Cadenhead called the meeting to order at 7:00Pm.
PRESENT: Mayor Charles Cadenhead and Councilmembers Katrina Beckstrom, Dale Dorschner,
Jeff Holtz and Lisa McGinn.
Staff present: Administrator Handt, Assistant Administrator Dickson, City Attorney Sonsalla, City
Engineer Griffin, Public Works Director Powers, Planning Director Just, Fire Chief Kalis, Finance
Director Magureanu and City Clerk Johnson
APPROVAL OF AGENDA
Councilmember Dorschner, seconded by Councilmember Holtz, moved TO APPROVE THE
AGENDA AS PRESENTED. Motion passed 5 — 0.
ACCEPT MINUTES
Councilmember Dorschner, seconded by Councilmember McGinn, moved TO ACCEPT THE
MINUTES OF THE FEBRUARY 15, 2022 CITY COUNCIL MEETING AS PRESENTED.
Motion passed 5 — 0.

Councilmember Dorschner, seconded by Councilmember Holtz, moved TO APPROVE THE
CONSENTAGENDA AS PRESENTED. Motion passed 5 - 0.
ITEM 9: Variance for Setback at 3200 Lake Elmo Ave
Planning Director Just presented the request for a 45 foot setback variance to accommodate a
deck and four season porch addition to a planned new home construction on a previously created
lot adjacent to 3200 Lake Elmo Avenue, PID 13.029.21.33.0042.
Councilmember Dorschner, seconded by Councilmember McGinn, moved TO APPROVE
RESOLUTIONNO 2022-019, TO APPROVE THE REQUEST FROM CAROL IN
HORTTOR TO AMEND RESOLUTIONNO. 2007-033 APPROVINGA MINOR
SUBDIVISIONAND LOT WIDTH VARIANCE FOR PID 13.029.21.33.0042 BY
REMOVING CONDITION OFAPPROVAL #8 AND ALLOWING A SETBACK OF 150
FEET FROM THE ORDINARYHIGH WATER LEVEL OFLAKE ELMO. Motion passed
5-0.
ITEM 10: Resolution Receiving Feasibility Report, Calling Hearing on Improvement,
Approving Plans and Specifications, and Ordering Advertisement for Bids for the
Parkview-Cardinal Neighborhood Street and Utility Improvements
City: Engineer Isakson presented the project scope, schedule, proposed improvements, project
costs and also discussed commercial properties in the project area.
Councilmember Dorschner, seconded by Councilmember McGinn, moved TO APPROVE
RESOLUTIONNO. 2022-017, RECEIVING THE FEASIBILITYREPORT, CALLING
HEARING ONIMPROVEMENT, APPROVING THE PLANSAND SPECIFICATIONS,
AND ORDERING THE ADVERTISEMENT FOR BIDS FOR THE PARKVIEW-
CARDINAL NEIGHBORHOOD STREETAND UTILITYIMPROVEMENTS. Motion
passed 5 — 0.
ITEM 11: Select Consultant for Classification and Compensation Study
City Administrator Handt presented an overview of the proposals received for the Classification
and Compensation Study, noting staff recommendations and budget.
Councilmember Holtz, seconded by Councilmember Beekstrom, moved TO AUTHORIZE
THE MAYOR AND CLERK TO EXECUTE A CONTRACT WITH BAKER TILL FOR A
JOB CLASSIFICATIONAND COMPENSATIONSTUDY. Motion passed 5-0.
Mayor Cadenhead: Noted that Lake Elmo resident Sydney Petersen will be competing in Nordic
Skiing in the upcoming Paralympics.
Councilmember McGinn: Reported on the Spice Bazaar ribbon cutting and grand opening.
