CITY COUNCIL WORKSHOP MINUTES
APRIL 12, 2022
CALL TO ORDER
Mayor Cadenhead called the meeting to order at 6:33 pm.
PRESENT: Mayor Charles Cadenhead and Councilmembers Katrina Beckstrom, Dale Dorschner,
Jeff Holtz and Lisa McGinn.
Staff present: Administrator Handt, City Engineer Griffin, Assistant City Engineer Isakson,
Planning Director Just, Finance Director Magureanu and Deputy Clerk McGuire
REVIEW STATUS OF UNFINISHED DEVELOPMENTS
City Engineer Griffin presented nine developments with deficient punch lists. Discussion was
held regarding the best course of action to get developers to complete the substandard items.
Direction was given to staff to issue an enforcement letter to some of these Development
Projects with a response deadline, requiring the developer to submit a work plan and schedule for
project completion.
FRANCHISE FEES
Finance Director Magureanu provided a presentation to facilitate discussion regarding franchise
fees as a revenue source. Council discussed pros and cons pertaining to different aspects of the
fees. Mayor Cadenhead requested Magureanu calculate 2023 and bring it back around budget
time for discussion.
Administrator Handt gathered information and presented her findings. There are four requirements
for conducting remote meetings. Discussion was held regarding the new city center being equipped
with proper equipment to accommodate remote meetings.
