CITY COUNCIL MINUTES

CALL TO ORDER/PLEDGE OF ALLEGIANCE
Mayor Cadenhead called the meeting to order at 7:00 pm.
PRESENT: Mayor Charles Cadenhead and Councilmembers Katrina Beekstrom, Dale Dorschner,
Jeff Holtz and Lisa McGinn.
Staff present: Administrator Handt, City Attorney Sonsalla, City Engineer Griffin, Public Works
Director Powers, City Planner Hetzel and City Clerk Johnson
APPROVAL OF AGENDA
Councilmember Dorschner, seconded by Councilmember McGinn, moved TO APPROVE THE
AGENDA AS PRESENTED. Motion passed 5 — 0.
ACCEPT MINUTES
CouncilmemberBeckstrom, seconded by Councilmember Dorschner, moved TOACCEPT THE
MINUTES OF THE APRIL 19, 2022 CITY COUNCIL MEETING AS PRESENTED. Motion
passed 5 — 0.

Councilmember Holtz, seconded by Councilmember McGinn, moved TO APPROVE THE
CONSENT AGENDA AS PRESENTED. Motion passed 5 - 0.
ITEM 11: 2022 Parks Work Plan
Public Works Director Powers introduced the proposed 2022 Parks Commission work plan and
City Planner Hetzel reviewed 2021 projects completed and proposed projects for 2022.
Discussion held regarding trail connections, maintenance and upkeep of current parks, ball
fields.
Mayor Cadenhead, seconded by Councilmember Holtz, moved TO ADOPT THE 2022 PARKS
COMMISSION WORK PLAN AND INCLUDE THE HAMLET TO TAPESTRY TRAIL
CONNECTIONAND CREATE A POLICY FOR WHICH PARKS SHOULD HAVE A
PORTABLE TOILET AND DETERMINE APPROPRIATE NEED FOR BASEBALL
FIELDS IN THE CITY OF LAKE ELMO. Motion passed 5 — 0.
COUNCIL REPORTS
Mayor Cadenhead: Thanked staff for setting up the groundbreaking ceremony for the City
Center project
Councilmember Beckstrom: Commended staff on the groundbreaking ceremony and thanked
Public Works for addressing trash in the ditch.
Councilmember Holtz: Suggested Councilmembers reach out to staff for updated information
before responding to resident concerns.
STAFF REPORTS AND ANNOUNCEMENTS
Administrator Handt: Provided an update on construction on the City Center and water
issues.
City Cleric Johnson: Noted that the solid waste ordinance would be on the upcoming
workshop agenda for discussion.
City Engineer Griffin: Reported on construction project bids.
Public Works Director Powers: Reported on upcoming Sunfish Lake Park prairie burn.

CLOSED SESSION PURSUANT TO MINNESOTA STATUTES SECTION 13D.05,
