CITY COUNCIL WORKSHOP MINUTES
AUGUST 10, 2022
CALL TO ORDER
Called the meeting to order at 6:30 pm.
PRESENT: Mayor Cadenhead, Councilmembers Katrina Beckstrom, Dale Dorschner, Jeff Holtz
and Lisa McGinn.
Staff present: City Administrator Handt, Planning Director Just and City Clerk Johnson.
Admin and Finance Dept Audit Report
Alan Pennington, Matrix Consulting Group, presented the findings of the audit performed by his
firm. Discussion was held concerning aspects of the report including: training, retention and
performance measurements. Discussion was also held concerning the proposed Administrative
Services Director position job duties and title.
Irrigation Stormwater Reuse
Planning Director Just presented ideas for stormwater reuse in HOA irrigation systems in the
City. Discussion was held regarding potential regulations and commercial developments.
Regulation of THC Edibles
City Clerk Johnson reviewed options for the Council to consider related to regulation of the sale
of edible products containing TCH. Discussion was held concerning a potential moratorium in
the City to allow staff time to research possible issues and propose regulations.
Items for Future Agenda
Administrator Handt noted that items for the September Workshop are yet to be determined.
