CITY COUNCIL WORKSHOP MINUTES
OCTOBER 11, 2022
CALL TO ORDER
Called the meeting to order at 6:30 pm.
PRESENT: Mayor Cadenhead, Councilmembers Katrina Beckstrom, Dale Dorschner, Jeff Holtz
and Lisa McGinn.
Staff present: City Administrator Handt, Public Works Director Powers, Assistant Public Works
Director Swanepoel, City Planner Hetzel and City Clerk Johnson.
Townball Field
City Planner Hetzel reviewed amenities at townball fields in the area and reviewed estimated
costs for construction of a townball field in Lake Elmo. Hetzel reviewed feedback received from
a community survey regarding ballfields, potential locations and potential funding sources.
Discussion was held concerning benefits and potential long term negative impacts to the city
including loss of the sale of city land and tax revenue. Council consensus to not spend additional
staff time on this issue.
PUD Amenities
Planning Director Just reviewed the city ordinance related to PUD amenity points related to
bonus density. Discussion was held regarding removing the language that is not beneficial to the
city. Planner Just indicated she would bring revisions to the Planning Commission for public
hearing.
First Amendment to WAC Prepayment Agreement
City Administrator Handt reviewed the WAC Prepayment Agreement in place between the city
and .EN Properties LLC and the developer's request to amend the agreement to suspend
additional payments and allow for the owner to request a refund for unused WAC units in the
future. Council consensus to move forward with the agreement.
Items for Future Agenda
Administrator Handt noted that the long range financial management plan and landscape
architect interviews would be discussed at the November worksession.
