CALL TO ORDER/PLEDGE OF ALLEGIANCE
Mayor Cadenhead called the meeting to order at 7:00 pm. PRESENT: Mayor Charles Cadenhead and Councilmembers Katrina Beckstrom, Dale Dorschner, Jeff Holtz and Lisa McGinn. Staff present: Administrator Handt, City Attorney Sonsalla, City Engineer Griffin, Planning
Director Roberts, Finance Director Magureanu, Fire Chief Kalis, Sergeant Erickson and City Clerk Johnson APPROVAL OF AGENDA Councilmember Dorschner, seconded by Councilmember Beckstrom, moved TO APPROVE
THE AGENDA AS PRESENTED. Motion passed 5 – 0.
ACCEPT MINUTES Councilmember Dorschner, seconded by Mayor Cadenhead, moved TO APPROVE THE
MINUTES OF THE APRIL 6, 2021 REGULAR MEETING AND APRIL 13, 2021
WORKSHOP. Motion passed 5 – 0. PUBLIC COMMENTS/INQUIRIES None
PRESENTATIONS Mayor Cadenhead read the Arbor Day Proclamation.

ITEM 15: Legends Development Open Space Concept Plan Review
Planning Director Roberts reviewed the concept development plan for a development of 50
homes on 110 acres north of 50th Street and south of the St. Croix Sanctuary development. Todd
Erickson spoke on behalf of the developer and provided additional information on the proposed
community septic system.
Discussion was held concerning the trails and septic system with a consensus of the City Council
indicating support for trails that connect to existing trails and a gravity septic system.
ITEM 16: Cooperative Cost Share Agreement and Cooperative Maintenance Agreement
for the TH36-Manning Avenue Interchange Construction
City Engineer Griffin reviewed proposed cost sharing and maintenance for the Trunk Highway 36/Manning Avenue interchange project.
Councilmember Dorschner, seconded by Mayor Cadenhead, moved TO APPROVE
RESOLUTION NO. 2021-048 APPROVING COOPERATIVE AGREEMENTS WITH
WASHINGTON COUNTY FOR THE TRUNK HIGHWAY (TH) 36 AND MANNING AVENUE (CSAH 15) INTERCHANGE PROJECT. Motion passed 5 – 0.
ITEM 17; 2022 Budget Calendar Finance Director Magureanu presented the proposed 2022 Budget Calendar. Councilmember Dorschner, seconded by Mayor Cadenhead, moved T0 APPROVE THE 2022 BUDGET CALENDAR. Motion passed 5 – 0. COUNCIL REPORTS
Mayor Cadenhead: Attended EDA meeting prior to the City Council Meeting.
Councilmember Holtz: Discussed airport concerns with MPCA.
Councilmember McGinn: Assured the public that the City is in constant contact with Washington County during times of potential unrest.

STAFF REPORTS AND ANNOUNCEMENTS
Administrator Handt: Provided a reminder of the Local Board of Appeals meeting on April
21st, 5:00 p.m., noted info in the newsletter regarding an open house on May 12th to provide information on the new City facility and funds available to the public through a Met Council grant for water conservation measures.
Planning Director Roberts: Reminded the public there are two openings to serve on the Planning Commission.
City Engineer Griffin: Old Village phase 5 & 6 construction is ramping up. Results of traffic
analysis for 32nd Street will be coming to the Council’s June work shop.
