BACKGROUND: On April 20, 2021, the City Council approved the plans and specifications for the Tamarack Farm Estates Street Improvements and authorized staff to advertise the project for bids. The project was initiated as part of the City’s annual Capital Street Improvement Program and includes the reconstruction of Linden Trail North, within the Tamarack Farm Estates subdivision, including the one-way loop street at the northwest end of the subdivision and consisting of approximately 2,100 feet of roadway. The proposed improvements include a fully reconstructed street with new granular subbase drainage layer, new Class 6 aggregate base and new bituminous pavement. The existing bituminous curb will be replaced with new concrete curb and gutter to improve drainage, improve the construction quality, and provide edge control to protect and extend the service life of the new bituminous surface. Storm sewer structure repair and replacement will be completed to restore the storm sewer system integrity and functionality. The existing stormwater basin located within the HOA Outlot will be expanded to meet VBWD rules for stormwater management. Roadway widening is proposed along the one-way loop to increase the street width from 14-feet to 19-feet. The added width is provided by holding the outside edge of the road at its existing location to minimize driveway and property impacts. The widening therefore occurs toward the center island area resulting in the removal of the existing interior boulevard trees. The added width is necessary to improve the turning radii at each corner and to better accommodate maintenance and emergency vehicle access. The design also includes 12 dedicated parking stalls using parallel parking bump-outs along the straight segments of the one-way loop roadway. The post bid cost for the dedicated parking areas is $15,300. Staff has forwarded this cost information to the property owners to inquire if they are amenable to pay the added costs for the requested improvement. Linden Trail, from 50th Street to the one-way loop, is proposed to remain at its current width of 26-feet, however, city staff is recommending that parking be allowed along one side the street, even though the roadway width does not fully meet the city’s current parking standards. As part of the project design, the team held 2 neighborhood design meetings. At each meeting the discussion of the one-way loop street widening was the primary concern for the neighborhood together with the need for parking opportunities. It was determined that the trees should be removed along the interior of the one-way loop to accommodate the added street width toward the center open area. The final design scope of improvements remains generally consistent with the feasibility report that was approved by the City Council on December 15, 2020, as recommended for the street and drainage improvements. Through neighborhood meetings it was determined to not move forward with the extension of municipal water to the neighborhood as part of this project. PROPOSAL DETAILS/ANALYSIS: Bids were received and opened electronically on May 20, 2021. The City received 9 bids for this project, with OMG Midwest Inc. DBA Minnesota Paving and Material providing the lowest bid in the amount of $585,765.39. Contractor references for OMG Midwest Inc. DBA Minnesota Paving and Material were reviewed and verified. The City Engineer and the design engineer (TKDA) are therefore recommending, should the Council choose to Order the Improvements, that the City award the contract to the lowest responsible bidder OMG Midwest Inc. DBA Minnesota Paving and Material, as outlined in the attached letter. As a part of this award staff is requesting Council to provide the City Administrator authorization to enter into a material testing contract for the construction geotechnical work in the not-to-exceed amount of $10,000. This amount has been budgeted in the total cost figures presented below and is necessary to complete the project. Staff has requested proposals from Braun Intertec and AET, Inc. FISCAL IMPACT: Approval of this resolution commits the council to enter into a construction contract for the project. The estimated total post-bid project cost is $756,000 with $193,800 paid through special assessments, $15,300 paid directly by property owners for the parallel parking, and the remaining $546,900 paid through the general tax levy. OPTIONS: Staff has identified the following options for council consideration. 1. Accept bids, award a contract, and complete the improvements as planned, while maintaining the assessments per the preliminary assessment roll. • Option 1A. Direct staff to process change order to remove the parallel parking along the Linden Trail one way street. 2. Reject ALL bids that were received and direct the City Clerk to return all bid bonds. Provide staff direction to prepare the project for rebidding to ready the project for 2022 construction. RECOMMENDATION: Staff is recommending that the City Council consider approving a Resolution accepting bids and awarding a contract to OMG Midwest Inc. DBA Minnesota Paving and Material in the amount of $585,765.39 for the Tamarack Farm Estates Street Improvements. The recommended motion for this action is as follows: “Move to approve Resolution No. 2021–XXX, accepting bids and awarding a contract to OMG Midwest Inc. DBA Minnesota Paving and Material in the amount of $585,765.39 for the Tamarack Farm Estates Street Improvements.” Staff is also recommending that the City Council authorize the City Administrator to enter into a material testing contract for the project construction services, in the not-to-exceed amount of $10,000. The recommended motion for this action is as follows: “Move to authorize the City Administrator to enter into a material testing contract for project construction services in the not-to-exceed amount of $10,000 for the Tamarack Farm Estates Street Improvements.” OR To reject the bids, staff is recommending that Council approve a motion receiving contractor bids and rejecting all bids. Project construction would not occur in 2021. Staff would also request direction to prepare the project for rebidding to ready the project for 2022 construction. The recommended motion for this action is as follows: “Move to receive contractor bids and reject all bids for the Tamarack Farm Estates Street Improvements, and direct staff to prepare the project for rebidding for 2022 construction.” ATTACHMENTS: 1. DBA Minnesota Paving and Material, for the base bid amount of $585,765.39. NOW, THEREFORE, BE IT RESOLVED, 1. That the Mayor and City Clerk are hereby authorized and directed to enter into a Contract in the accordance with the above ordered Project, in the amount of the Contractor’s lowest responsible bid, and according to the plans and specifications thereof approved by the City Council. 2. The City Clerk is hereby authorized and directed to return forthwith to all bidders the deposits made with their bids, except that the deposits of the successful bidder and the next two lowest bidders shall be retained until a contract has been signed.
