BACKGROUND: S.R. Weidema, Inc. was awarded a construction contract on January 19, 2021 to complete the Heritage Farms Street and Utility Improvements. Work remains in progress with a milestone completion date of October 15, 2021, substantial completion date of July 8, 2022 and final completion date of August 5, 2022. PROPOSAL DETAILS/ANALYSIS: S.R. Weidema, Inc. has submitted a change order to address increased traffic control set up along Manning Avenue (CSAH 15) as required by Washington County. The work was not yet defined by the County at the time of contractor bids, so this work was not included in the original bid documents. Deep utility construction and roadway building along the project requires the closure of the only access to/from the neighborhood for extended periods of time. The city worked with Washington County to receive a temporary access permit to Manning Avenue (CSAH 15) to provide property owners access in and out of the development. The traffic control set up follows professional guidelines to safely provide entry and exit to Manning Avenue. Additionally, two special signs were requested by the city to better notify the general public on how to access the neighborhood during the extended period of use. FISCAL IMPACT: This change order will increase the contract in the amount of $28,485.73 bringing the revised construction contract to $3,149,969.53. With this change order, the project remains within the authorized project budget and contingencies. RECOMMENDATION: Staff is recommending that the City Council approve, as part of the Consent Agenda, Change Order No. 1 for the Heritage Farms Street & Utility Improvements. If removed from the consent agenda, the recommended motion for the action is as follows: “Move to approve Change Order No. 1 for the Heritage Farms Street & Utility Improvements, thereby increasing the contract amount by $28,485.73”.
