Home My WebLink About#19 - SHIP Grant Request - Bike Repair Station STAFF REPORT DATE: July 6, 2021 CONSENT AGENDA ITEM: Statewide Health Improvement Partnership (SHIP) Grant Request SUBMITTED BY: Ben Prchal, City Planner REVIEWED BY: Marty Powers, Public Works Director Ken Roberts, Planning Director Parks Commission BACKGROUND: In December of 2020 the City Council approved Staffs submittal of an application for Washington County’s Statewide Health Improvement Partnership (SHIP) grant. The SHIP grant requires the City to provide a 10% match towards the total purchase price which will go towards the purchase of two bike repair stations. At the time there was consensus that one of the repair stations should go within Sunfish Lake Park. However, the second location was undetermined. Since then the County has approved the grant and Staff is now requesting confirmation on the second location for the bike repair station. ISSUE BEFORE THE CITY COUNCIL: If removed from the consent agenda. Staff is requesting the City Council to review and approve a second location for the bike repair station. PROPOSAL: It has been determined that it would be appropriate to place one of the repair stations within Sunfish Lake Park. Thoug, it was the second location that remains undetermined. The grant was written so that the second repair station should be located in the Ivywood Park or Hammes Park due to the volume of home/trail users in the area. However, the Commission at the time of the first review in 2020 had also considered placing it in the downtown area. At the June 21st, 2021 Parks Commission meeting they reviewed the potential sites and did decide select Ivywood Park as the second location. FISCAL IMPACT: The project is funded through the SHIP grant with a partial match from the City. During the approval of the SHIP grant in December of 2020 the Council approved an expenditure of not to exceed $300, from the park dedication fund. With the project having a 10% match requirement the cost at the time would have been sufficient. However, prices have gone up and Staff is requesting an additional $100 to buffer for the difference. This would equate to $400 being pulled from the Park Dedication fund for two bike repair stations. This amount will be used as match funding for the SHIP grant. OPTIONS: 1. Approve the location identified by the Parks Commission (Ivywood Park) and approve an additional $100 towards match funding. 2. Select a Different location for the bike repair station and approve $100 towards match funding. 3. Do not select a second location. RECOMMENDATION: Parks Commission: The Parks Commission had an opportunity to review the potential locations for the second repair station. During their review they ended on the trail intersections of Ivywood Park and 5th Street. Staff is supportive of this recommendation.
