AGENDA ITEM: No Boat Trailer Parking on Olson Lake Trail TO: Mayor and Council

BACKGROUND: In 2017 the city council passed a resolution for no parking on the west side of Olson Lake Trail from 44th St to 50th St. In 2017, Washington County reconstructed CSAH 13 (Ideal Avenue/Olson Lake Trail) from
44th Street North to 50th Street North including street, drainage, trail, and sanitary sewer improvements. After multiple public meetings, the approved 36-foot wide street section design for Olson Lake Trail met County State Aid design standards with an 8-foot parking lane on the east side (Lake Elmo side) and with
no parking on the west side (Oakdale side). State Aid rules required a council resolution establishing a No Parking Zone along the western side of the improved corridor.
Mayor Cadenhead was asked by members of the Lake Demontreville/Olson Lake Association (LDO) to put up no trailer parking signs along the east side of Olson Lake Trail south of 50th St. City staff reached out to the county to see if they would allow no trailer parking signs on the east side of CSAH 13/Olson Lake Trail. They have concerns about taking on maintenance of an increasing variety of “no parking” signs beyond the standard “No Parking” symbol sign that they keep in inventory. Therefore they propose to allow for signage banning the parking of boat trailers (or all trailers), and would still require a council resolution establishing the restriction, however the installation and maintenance of the
signs would be performed by the city via a right-of-way permit from the county. They would allow the signs to go on existing signposts where practical; any new posts would need to meet current county standards. They also asked where parking would occur if banned on a section of Olson Lake Trail.
During the busy July 4th weekend, only one boat trailer was observed by the Washington County Sheriff’s office parking on Olson Lake Trail.
ISSUE BEFORE COUNCIL: Should the city pursue no (boat) trailer parking signs on Olson Lake Trail? If so, in which areas?
PROPOSAL DETAILS/ANALYSIS: Council should discuss if no trailer parking or no boat trailer parking signs should be installed. Should
the signs be limited to boat trailers only and other types of parking allowed? If so, for what length? No parking already exists from the Demontreville boat landing to 50th St/Olson Lake Trail (a distance of about 2,200 feet). No parking sign extend about 2,700 feet east of the Lake Jane boat landing to 45th St (Tapestry entrance). If the council wanted to extend a no parking section a similar distance, no parking would exist from 50th St south to 4911 Olson Lake Trail. If no trailer parking was extended to 44th St that would be a total of over 5,000 feet from the boat landing. FISCAL IMPACT: Cost of signs is estimated at $400 plus public works time to install
