Home My WebLink About#04 - 5th St. Medians STAFF REPORT DATE: August 10th, 2021 DISCUSSION AGENDA ITEM: 2022 5th Street Median Improvements SUBMITTED BY: Marty Powers, Public Works Director REVIEWED BY: Kristina Handt, City Administrator BACKGROUND: In 2020, Council reviewed options to change the 5th Street medians in order to reduce complaints about the appearance of the medians. Three options were presented to council at that workshop, the first included concreting all 5th St medians, the second was to change the existing medians to turf and the third to replant all medians with a more resistant group of plants and trees, which was completed in South wind development as a trial run. The South Wind median is still requiring more maintenance than Public Works can provide, is not meeting expectations from staff or residents and remains needing attention. ISSUE BEFORE COUNCIL: Should Council direct Public Works to budget for 5th Street Median changes in 2022? PROPOSAL DETAILS/ANALYSIS: Complaints continue as the existing 5th St median plantings continue to fail and are being overtaken with weeds. City owned irrigation systems in medians that have been accepted have been disconnected to save cost and reduce water demand. Staff is bringing options to council again, which would include concrete, turf and a combination of turf and less plantings. Included in your packet are the locations of the medians and the cost of each install and its maintenance. FISCAL IMPACT: Estimated Installation and maintenance costs, which is presented attachments in your packet.
