CALL TO ORDER/PLEDGE OF ALLEGIANCE
Mayor Cadenhead called the meeting to order at 7:00 pm. PRESENT: Mayor Charles Cadenhead and Councilmembers Katrina Beckstrom, Dale Dorschner,
Jeff Holtz and Lisa McGinn. Staff present: Administrator Handt, City Attorney Sonsalla, City Engineer Griffin, Planning Director Roberts and City Clerk Johnson APPROVAL OF AGENDA
Councilmember Dorschner, seconded by Councilmember Holtz, moved TO APPROVE THE AGENDA AS PRESENTED. Motion passed 5 – 0. ACCEPT MINUTES
Councilmember Dorschner, seconded by Councilmember McGinn, moved TO ACCEPT THE MINUTES OF THE JULY 20, 2021 CITY COUNCIL MEETING AS PRESENTED. Motion passed 5 – 0.

PRESENTATIONS
Mayor Cadenhead read a Proclamation recognizing the contributions of retiring firefighters Larry Cornell, Noah Malmquist and Steve Rutkowski. CONSENT AGENDA

Councilmember Holtz, seconded by Councilmember Beckstrom, moved TO APPROVE THE
CONSENT AGENDA AS PRESENTED. Motion passed 5 - 0. ITEM 12: Crossroads East Development Preliminary Planned Unit Development and Preliminary Plat
Planning Director Roberts reviewed the updated site plan, preliminary plat, utilities and landscaping/screening plans. Discussion was held regarding emergency vehicle access and the potential to add a second access point to the development.
Dan Regan, Launch Properties, addressed concerns regarding the secondary access, noting
limitations due to a driveway on the neighboring property.
Councilmember Dorschner, seconded by Councilmember McGinn, moved TO ADOPT RESOLUTION 2021 – 086, A MOTION APPROVING THE PLANNED UNIT DEVELOPMENT (PUD) PRELIMINARY PLAN AND PRELIMINARY PLAT AS REQUESTED BY LAUNCH PROPERTIES AND CROSSROAD PROPERTIES FOR THE
OFFICE WAREHOUSE/LIGHT INDUSTRIAL DEVELOPMENT TO BE LOCATED ON
THE NORTHEAST CORNER OF HUDSON BOULEVARD AND LAKE ELMO AVENUE SUBJECT TO RECOMMENDED CONDITIONS OF APPROVAL AS AMENDED WITH THE ADDITION OF “UNLESS A CONSOLIDATED ACCESS IS NEGOTIATED WITH THE NEIGHBOR TO THE EAST” ADDED TO CONDITION 6 AFTER THE
UNDERLINED SENTENCE. Motion passed 5 – 0.
ITEM 13: Planning Services Administrator Handt presented options for interim contract planning services while a search is
conducted to fill the vacant positions in the Planning Department.
Jennifer Haskamp, Swanson Haskamp Consulting, commented on her firm’s billing rates and potential for cost efficiencies.
Harry Davis, Bolton & Menk, commented on his firm’s proposal and ability to meet the City’s
needs. Councilmember Dorschner, seconded by Councilmember McGinn, moved TO ENTER INTO A SERVICE AGREEMENT WITH SWANSON HASKAMP CONSULTING FOR PLANNING SERVICES.
Councilmember Dorschner, seconded by Councilmember McGinn, moved TO AMEND THE PRIMARY MOTION BY APPOINTING BOTH FIRMS WITH ASSIGNMENTS TO BE NEGOTIATED BY THE CITY ADMINISTRATOR. Motion passed 5 – 0.

COUNCIL REPORTS Councilmember Beckstrom: Thanked Administrator Handt and the City Engineers for their help
with an issue in Easton Village.
Councilmember Holtz: Reported on upcoming airport commission meeting and water workgroup meeting.
Councilmember McGinn: Acknowledged Public Works for installation of informational signs
around the City regarding watering restrictions.
STAFF REPORTS AND ANNOUNCEMENTS
City Clerk Johnson: Announced staff relocation and re-opening of the City Hall building for in person services and provided an update on fall elections.
City Attorney Sonsalla: Working on drafting easements for the Old Village project.
Fire Chief Kalis: Thanked Fire Department staff for their efforts at the National Night Out event and announced that the City is accepting applications for paid on call firefighters.
City Engineer Griffin: Provided information regarding soil boring reports for the new water tower foundation.
