HomeMy WebLinkAbout#15 - 31st St Watermain Pay Request 3 STAFF REPORT DATE: August 17, 2021 CONSENT AGENDA ITEM: Accept Improvements and Approve Pay Request No. 3 (Final) for the 31st Street & Stillwater Boulevard Watermain Extension SUBMITTED BY: Mark Scholle, Project Engineer REVIEWED BY: Kristina Handt, City Administrator Marty Powers, Public Works Director Jack Griffin, City Engineer ISSUE BEFORE COUNCIL: Should the City Council accept the improvements and approve Pay Request No. 3 (Final) for the 31st Street & Stillwater Boulevard Watermain Extension? BACKGROUND: Miller Excavating, Inc. was awarded a construction contract on May 5, 2020 to complete the 31st Street & Stillwater Boulevard Watermain Extension. On September 15, 2020 the City approved Change Order No. 1 to significantly revise the watermain alignment and scope of work in order to avoid the UPRR crossing and reduce the overall project costs roughly $80,000. The change in project scope delayed the start of the work until early October, 2020. The original project contract had a required substantial completion date of October 31st, 2020 and final completion date of November 13, 2020. However, the City approved Change Order No. 2 on November 17, 2020 to revise the substantial completion date to June 17, 2021 and the final completion date to June 30, 2021. The contractor has completed the work in accordance with the contract, plans, and specifications, including all punch list items. PROPOSAL DETAILS/ANALYSIS: Miller Excavating, Inc., has submitted Partial Pay Request No. 3 (Final) in the amount of $14,161.93. The Project Engineer has prepared a Certificate of Completion indicating that all work is completed, including all punch list items, and is recommending the acceptance of the improvements and release of final retainage. Project acceptance will initiate the one-year warranty period for the improvements. The one-year warranty will begin on August 17, 2021 and will extend through August 17, 2022. FISCAL IMPACT: The final total construction cost is $275,267.19 which is 17.2% under the original construction contract amount of $332,293.33. The project is funded by a MPCA grant agreement. RECOMMENDATION: Staff is recommending that the City Council, as part of the Consent Agenda, accept the improvements and approve Pay Request No. 3 (Final) for the 31st Street & Stillwater Boulevard Watermain Extension. If removed from the consent agenda, the recommended motion for the action is as follows: “Move to accept the improvements for the 31st Street & Stillwater Boulevard Watermain Extension and approve Pay Request No. 3 (Final) to Miller Excavating, Inc. in the amount of $14,161.93”.
