STAFF REPORT DATE: September 7, 2021 REGULAR #20 AGENDA ITEM: Authorize Bids for City Center and Public Works Addition SUBMITTED BY: Jake Dickson, Assistant City Administrator BACKGROUND: In June the City Council voted to move forward with the preparation of construction documents for the City Center and Public Works addition. Leo A Daly and H+U Construction completed construction documents in August and the project is ready to progress to the bidding phase. ISSUE BEFORE COUNCIL: Should the Council approve the release of bids for the City Center and Public Works Addition? PROPOSAL: Included in your packet is a memo prepared by Todd LaVold of Lea A Daly and Andy Hoffmann of H+U Construction that outlines cost, scope, and schedule updates as well as the project budget. At the conclusion of the Construction Documents Phase the cost of the project is up to approximately $14.9m, up 5.25% from the design develop estimate completed in May. The next phase of the project is the bidding phase. If approved the bidding documents will be released tomorrow, September 8th with bids opened on September 30th. The management team will bring bids before the City Council on October 19th to award a bid. Construction is expected to start approximately April 1st. FISCAL IMPACT: The latest estimated total project cost is $14,958,469. This is a $133,088 increase from Design Development. OPTIONS: 1)Move forward and Authorize the Release of Bidding Documents 2)Table 3)Do not move forward on the new city center and public works addition. Cost Update: a. Upon the conclusion of the Construction Documents phase, the estimated total project cost is $14,958,469 or a $133,088 increase from Design Development. Refer to the attached overall project budget estimate. b. Below represents the variation per the different aspects of the project from Design Development to Construction Documents. c. Construction costs have risen by 5.25% since the Design Development estimate was completed in May of 2021 and are up nearly 10% since the beginning of the year according to Engineering News Record’s Building Cost Index for Minneapolis. While costs have increased LEO A DALY Memo Page | 2 across the board, several areas have increased more rapidly than others, including the following: I. Roofing costs have increased by approximately $340,000, primarily because of widespread material shortages. II. Steel costs have increased by approximately $133,000, which is largely attributed to material shortages and the increased cost of raw materials. d. Approximately $32,000 of finishes were reduced, while still maintaining a quality and durable building design. e. Site Work, Mechanical, Electrical, and Plumbing categories were relatively stable across the phases of design. 2. Scope Update: a. At the instruction of the City, due to rapidly increasing construction costs, the Sheriff’s garage bay was removed from the project and will not be bid as an alternate. b. Heated Apparatus Aprons and Entry Sidewalks at the City Center remain as an alternate. The current estimate for this alternate is $92,713. 3. Schedule Update: a. September 7: Council approval to release bids. b. September 8: Release of Bidding Documents c. September 16: Pre-Bid conference. d. September 30: Bid Opening e. October 19: Council Award of Bids f. October 20+: Procure long lead items for Spring start g. April 1: Approximate construction start. 4. Permitting Update: a. Zoning Compliance: Submitted August 5. b.
