Approve the Sale of the 2001 Ford F350 XLT as Retired Equipment

BACKGROUND:
The Fire Department is requesting to purchase one new brush truck and equipment as part of
the department’s vehicle replacement program. The 2021-2025 Capital Improvement Plan
included the replacement of Brush 1 (2001 Ford F350 XLT) in 2021. The Brush 1 replacement,
2022 Ford F350 XLT, will be utilized by Fire Department staff as an all-terrain brush fire and
rescue unit. This vehicle also serves as the tow vehicle for the Polaris 6x6 (UTV1) and any other
towing or trailering needs within the department. Brush 1 is utilized for emergency response
and as a general operations vehicle for fire department and city duties. The firefighting skid unit
currently located on the 2001 Brush 1 will be reinstalled in the Brush 1 replacement.
ISSUE BEFORE COUNCIL:
Should the City Council approve the purchase of the 2022 Ford F350 XLT as recommended by
staff, as outlined in the 2021 Capital Improvement Plan?
PROPOSAL DETAILS/ANALYSIS:
Proceeding with this purchase will benefit the city and its citizens with an updated brush fire
and rescue vehicle that is purpose designed as an emergency response vehicle and will provide
better features for the purpose of emergency response, responder ergonomics and safety.
The fire department replaces vehicles on a rotating basis based on each individual vehicles
need. The brush truck will be utilized by all fire department staff to respond to emergency
incidents 24 hours a day 365 days per year to provide critical response capabilities to our trail
systems, off-road and rural areas. This vehicle is expected to be in service for 12 – 15 years.
FISCAL IMPACT:
The cost of this vehicle and necessary equipment is $68,000 and will be funded through the
vehicle replacement fund as identified in the 2020 CIP. This amount exceeds the original 2020
CIP amount of $60,000 by $8,000. The updated cost reflects current pricing and equipment
replacement.

Approximate Resale Value of 2001 F350 XLT: $10,000 - $15,000 through public auction.
The price increase in relation to the Vehicle Replacement Fund will not significantly impact its
fund balance or its ability to support future scheduled expenditures.
Bellow you will find a summary of the scheduled revenues and expenditures for the following
ten years and projected fund balance for the Vehicle Replacement Fund. The 2021 expenditures
have been adjusted for the proposed increase. Note that the updated proposed schedule of
revenues assumes the tax rate is 2% or greater increase in the tax rate each year after that,
except 2029-2031 flat rate.

- Approve purchase of the 2022 Ford F350 XLT and declare the 2001 F350 XLT as retried
equipment and sell through public auction.
- Do not approve purchase.
RECOMMEDNATION:
Motion: “To approve the purchase of 2021 CIP Project F-010 Brush 1 2022 Ford F350 XLT at a
cost not to exceed $68,000 and declare the 2001 F350 XLT as retried equipment and approve
the sale of Retired Equipment as detailed in the City’s Purchasing Policy.”
