HomeMy WebLinkAbout#06 - Sunfish Lake Park Trail SignageDATE: November 3, 2021 CONSENT AGENDA ITEM: Sunfish Lake Park No Bikes on Select Multi Use Trails SUBMITTED BY: Marty Powers, Public Works Director REVIEWED BY: Kristina Handt, City Administrator ISSUE BEFORE COUNCIL: Should the City Council authorize separating user groups on Sunfish Lake Park trails? BACKGROUND: The Sunfish Lake Park User group has shared their concerns with the Parks Commission April 19, June 21, at the July 20 and Sept 7 Council Meetings and the Council Work shop October 12, 2021. Their primary concerns were to improve the park maps and to separate the user groups to minimize collision potentials. The intersection maps have been created and installed, two bike access trails from the main parking lot were rerouted to eliminate trail crossing, a “No Bikes” signs was posted at the sliding hill and now the group continues to request separating the park users. Their current request is to add no biking sigs to all multi use trails except the two north entrances where the bikers could continue accessing the bike trails. These two multi use access trails include the Fire Hall 2 Access and the Tapestry Access. The group also recommend approving bike only traffic on the bike trails. The discussion of the trail separation at the October 12 Council Workshop lead staff to create a plan to separate the users. PROPOSAL DETAILS/ANALYSIS: In order to separate park users and still allow all to access the park, staff identified locations on the multiuse trails to post “No Bike” signs. The 5” x 5” no bike signs would be installed at the locations outlined in the attached map to allow all users to access the park and then separate them at appropriate locations as requested by the user group. Public Works has a number of the “No Bike” signs in stock and would only need to buy a few more, which would have a financial impact under $150. The majority of the new signs would be secured to existing post. The trail user separation would be communicated on the City’s Face Book page, the City’s web site, the FRESH, the MORC web site and the Nature Center communication sites. FISCAL IMPACT: The City is expecting a financial impact of under $150 if the trail separation is allowed and the signs are to be installed. OPTIONS: • Approve the trail separation and signage • Deny the trail separation and signage • Discuss and amend the trail separation and signage RECOMMENDATION: Staff is recommending that the City Council Approve the Sunfish Lake Park Trail User Separation. The recommended motion for this action is as follows: “Move to approve the Sunfish Lake Park Trail User Separation and Signs Install as proposed” ATTACHMENTS: 1.
