AGENDA ITEM: Review of Scenarios for the 180-acres at Ideal Ave. & 34th Street

BACKGROUND: Since accepting 180 acres at Ideal Avenue and 34th Street from 3M, City staff and the administration have begun the necessary steps to master plan and enable responsible development of the subject property (the Study Area Property). NorthPoint Development proposes to build a business park on the south side of the Study Area Property. To enable master planning of the Study Area Property at one time, an Alternative Urban Areawide Review (AUAR) is necessary. The AUAR is a planning tool that local government can use to understand how different development scenarios would affect the environment of their community before the development occurs. ISSUE BEFORE COUNCIL: The City Council is asked to review and provide feedback on two scenarios for the Study Area Property, particularly the northern portion. The City Council will be asked to order an
AUAR of the Study Area Property at the November 16th Council meeting. PROPOSAL ANALYSIS/DETAILS: In February 2020 the City Council selected Concept A (Exhibit A) as the best choice out of 3 concepts reviewed for the Study Area Property. Public input showed a preference for business and warehouse uses on the south side of the Study Area Property and a variety of land uses to the north. In March 2020 the Planning Commission held a public hearing to review the same concepts. Public input included concerns about traffic impacts and that a park opposite Oakdale would be mostly by Oakdale residents. Concern was also expressed about the ability of the market to accommodate the amount of industrial development. Commissioner Weeks noted that Royal Golf is a good example of the City changing the Comprehensive Plan and adding utilities. The former Tartan Park property was owned by 3M and came up for sale. The City allowed the changes to the Comprehensive Plan when a developer came forward to purchase the land to convert it into the Royal Golf development. The scenarios proposed to be evaluated in this AUAR study (the AUAR Scenarios) are depicted in Exhibit B) and are further detailed in the following table. The AUAR Scenarios are consistent with the density and land uses presented in Concept Plan A.
