ISSUE BEFORE COUNCIL: Should the City Council approve Change Order No. 3 for the Old Village Phase 5 and 6 Street, Drainage and Utility Improvements?
BACKGROUND: A-1 Excavating was awarded a construction contract on March 16, 2021 to complete the Old Village Phase 5 and 6 Street Drainage, and Utility Improvements. Work remains in progress with
a milestone 1 completion date of October 15, 2021, milestone 2 completion date of October 14, 2022, substantial completion date of June 30, 2023 and final completion date of July 28, 2023. PROPOSAL DETAILS/ANALYSIS: A change order has been prepared and has been signed by A-1 Excavating, Inc. to address work that was not included in the contract and has been ordered to be completed by the city. The changes are itemized below:
• Replace a section of 60-feet of watermain originally removed for jack and bore pit #1 on 32nd Street
west of Lampert Avenue. This section of watermain was intended to be replaced as a part of the 2021 phase of the improvements, but due to the issues with the jack and bore operation the reconstruction of 32nd Street west of Lampert Avenue was removed from the scope of work planned to occur in 2021. The watermain reinstallation was required to provide service to existing customers over the winter.
• Remove an existing watermain valve found to be leaking on 32nd Street and repair the watermain. FISCAL IMPACT: This change order will increase the construction contract with A-1 Excavating in the amount of $9,512.25 bringing the revised construction contract to $6,707,174.64. The total project costs remain within the approved budget and contingencies. RECOMMENDATION: Staff is recommending that the City Council approve Change Order No. 3 for the Old Village Phase 5 and 6 Street, Drainage and Utility Improvements. The recommended motion for the action is as follows: “Move to approve Change Order No. 3 for the Old Village Phase 5 and 6 Street, Drainage, and Utility Improvements, thereby increasing the contract amount by $9,512.25.” ATTACHMENTS: 1.
