HomeMy WebLinkAbout#24 - Water Tower No. 3 Watermain Plans and SpecsDATE: November 16, 2021 CONSENT AGENDA ITEM: Approve Resolution Approving Plans and Specifications and Ordering Advertisement for Bids for Water Tower No. 3 Trunk Watermain Extension SUBMITTED BY: Jack Griffin, City Engineer REVIEWED BY: Kristina Handt, City Administrator Marty Powers, Public Works Director Chad Isakson, Assistant City Engineer ISSUE BEFORE COUNCIL: Should the City Council approve the Plans and Specifications and Order the Advertisement for Bids for Water Tower No. 3 Trunk Watermain Extension? BACKGROUND: In accordance with the City’s Capital Improvement Plan, a new water tower is planned for construction in 2022/2023 to support growth and development within the low-pressure zone areas of the city and to provide overall storage capacity for the city’s water supply system. The Water Tower No. 3 Trunk Watermain Extension will connect the new water tower to the city’s trunk watermain distribution system through a large diameter (16-inch) main that will be extended along Lake Elmo Avenue to the water tower site. On July 6, 2021, the City Council authorized the preparation of plans and specifications for Water Tower No. 3 Trunk Watermain Extension to ready the project for 2022 construction. PROPOSAL DETAILS/ANALYSIS: The plans and specifications have been completed for the improvements and are ready to be advertised for contractor bids. A bid date has been scheduled for December 15, 2021. Th project includes the extension of approximately 2,000 feet of 16-inch HDPE watermain pipe along Lake Elmo Avenue, from 5th Street North to Hudson Boulevard North and west on Hudson Boulevard to the site of Water Tower No. 3. An 8-inch watermain will extend across Lake Elmo Avenue to the east boulevard to connect to the proposed Crossroads-Launch development, and an 8-inch stub will be placed at the 3rd Street Place intersection for potential future extension of watermain into the Forest neighborhood. No service stubs are proposed along route. Hydrants and system valves have been placed according to city standards and as determined by the Lake Elmo Fire Department and Department of Public Works. FISCAL IMPACT: The total estimated project cost is $476,500. The improvements will be funded from the water enterprise fund. Approval of this agenda item does not commit the city to a construction contract and allows the competitive bidding process to occur. RECOMMENDATION: Staff is recommending that the City Council approve a Resolution approving the plans and specifications and ordering the advertisement for bids for Water Tower No. 3 Trunk Watermain Extension. The recommended motion for this action is as follows: “Move to approve Resolution No. 2021-127 Approving the Plans and Specifications and Ordering the Advertisement for Bids for Water Tower No. 3 Trunk Watermain Extension.” ATTACHMENTS: 1. Resolution Approving Plans and Specifications, and Ordering Advertisement for Bids. 2. Location Map. 3. Proposed Improvements. 4. Project Schedule. 5. Advertisement for Bids. Project Plans and Specifications (available for review at City Hall).
