ISSUE BEFORE COUNCIL: Should the city council approve the Parking Restriction Plans for the Public
Streets within the Hamlet on Sunfish Lake, Whistling Valley and Torre Pines neighborhoods? BACKGROUND: On January 19, 2021, the city council approved the plans and specifications for the
Hamlet on Sunfish Lake Street and Utility Improvements. The improvements included the reconstruction of the public streets within the neighborhood, maintaining the existing street widths at 22 feet wide. As part of the plan approval, “No Parking” signs were installed to restrict parking on both sides of the street, in a
neighborhood where no restrictions on parking previously existed. This design is consistent with the current Engineering Standards that allow parking on both sides of the street for streets 32 feet in width; allow parking on one side of the street for streets 28 feet in width; and restrict parking for streets less than 28 feet in width or less. On October 19, 2021, the city council approved the plans and specifications for the Whistling Valley and Torre Pines Street and Utility Improvement projects which will also restrict parking, in accordance with the current Engineering Standards, in neighborhoods where no parking restrictions previously existed. PROPOSAL DETAILS/ANALYSIS: Since the installation of the parking restrictions, City staff has received several complaints from the property owners and Homeowners Association Board expressing concerns over the new parking restrictions in the Hamlet on Sunfish Lake neighborhood. In response to these complaints the City Engineer, Public Works Director and Fire Chief each reviewed the post constructed streets to identify the feasibility, if any, of allowing parking in all or portions of the
neighborhood. In addition, the City staff proactively reviewed the Whistling Valley and Torre Pines neighborhood streets for the same purpose, that are intended for 2022 construction. From this review, the City Engineer, Public Works Director and Fire Chief are recommending that exceptions to the current parking standards can be made in existing developments on a case-by-case basis, and are making the following recommendations for the public streets located in the Hamlet on Sunfish
Lake, Whistling Valley, Torre Pines subdivisions: Hamlet on Sunfish Lake 1. Kindred Way (rural access road) – 24-feet wide; No parking both sides. 2. Kindred Way North Loop – 22 feet wide; No parking one side as determined by staff. 3. Kindred Way South Loop – 22 feet wide; No parking one side as determined by staff. 4. Kindred Way Center Circle – 27 feet wide; No parking one side as determined by staff. 5. Kindred Court – 22 feet wide; No parking one side as determined by staff. 6. Kindred Court cul-de-sac; No parking both sides.
Whistling Valley 1. 10th Street Lane – 24 feet wide; No parking one side as determined by staff. 2. Whistling Valley Road – 24 feet wide; No parking one side as determined by staff.
3. Whistling Valley Trail – 24 feet wide; No parking one side as determined by staff. Torre Pines
1. 21st Street entrance (one-way divided) – 26 feet wide; No parking on one side. 2. 21st Street – 30 feet wide; No Parking restrictions. Parking allowed on both sides. 3. 22nd Street – 30 feet wide; No Parking restrictions. Parking allowed on both sides. 4. 22nd Street Court – 30 feet wide; No Parking restrictions. Parking allowed on both sides. 5. 22nd Street Court cul-de-sac (one-way loop) – 24 feet wide; No parking on one side. Staff is also recommending that the parking restrictions continue to be evaluated for existing neighborhoods on a cases-by case basis and will provide recommendations for each improvement project as part of the plan approval process. Therefore, recommendations regarding the Fields of St. Croix 1st and Beaut Crest Estates Additions (2022 Street and Utility Improvements) and the Parkview-Cardinal Neighborhood Street and Utility Improvements will be presented with each project’s respective plan approval.
FISCAL IMPACT: Cost is unknown. The Fiscal Impacts include the costs to install and maintain signage and ongoing enforcement activities.
OPTIONS: 1) The City Council can approve the City staff recommendations as presented in the attached Resolution. 2) The City Council can approve the City staff recommendations as amended.
3) The City Council can choose to not allow any exceptions to the current Engineering Standards
regarding parking restrictions.
4) Table the agenda item. Direct staff to provide additional information and detail for further council
review.
RECOMMENDATION: Staff is recommending that the City Council approve a Resolution, approving the Parking Restriction Plans for the Public Streets within the Hamlet on Sunfish Lake, Whistling Valley and Torre Pines neighborhoods. The recommended motion for the action is as follows:
“Move to approve Resolution No. 2021-130, approving the Parking Restriction Plans for the Public Streets within the Hamlet on Sunfish Lake, Whistling Valley and Torre Pines neighborhoods.” ATTACHMENTS: 1. Resolution Approving Parking Restriction Plans along certain Public Streets in the Hamlet on Sunfish Lake, Whistling Valley and Torre Pines subdivisions.

WASHINGTON COUNTY STATE OF MINNESOTA RESOLUTION NO. 2021-130 A RESOLUTION APPROVING PARKING RESTRICTION PLANS ALONG CERTAIN PUBLIC STREETS IN THE HAMLET ON SUNFISH LAKE, WHISTLING VALLEY, AND TORRE PINES SUBDIVISIONS
WHEREAS, the City of Lake Elmo, Minnesota has adopted Engineering Standards that allow parking on both sides of the street for streets 32 feet in width; allow parking on one side of the street for streets 28 feet in width; and restrict parking for streets less than 28 feet in width or less; and WHEREAS, the City recently completed improvements along the public streets in the Hamlet on Sunfish Lake subdivision, including Kindred Way (rural access road) – 24-feet wide; Kindred Way North
Loop – 22 feet wide; Kindred Way South Loop – 22 feet wide; Kindred Way Center Circle – 27 feet wide; and Kindred Court – 22 feet wide; and WHEREAS, the City is proposing to complete improvements in 2022 along the public streets in the Whistling Valley subdivision, including 10th Street Lane – 24 feet wide; Whistling Valley Road – 24 feet wide; and Whistling Valley Trail – 24 feet wide; and
WHEREAS, the City is proposing to complete improvements in 2022 along the public streets in the Torre Pines subdivision, including 21st Street entrance (one-way divided) – 26 feet wide; 21st Street – 30 feet wide; 22nd Street – 30 feet wide; 22nd Street Court – 30 feet wide; and 22nd Street Court cul-de-sac (one-way loop) – 24 feet wide; and WHEREAS, the public streets in each of these subdivisions have not previously had parking restrictions along the public streets; and WHEREAS, City staff, including the City Engineer, Public Works Director and Fire Chief have reviewed the public streets in the Hamlet on Sunfish Lake, Whistling Valley, and Torre Pines
subdivisions to identify the feasibility of allowing parking in all or portions of each subdivision and are recommending exceptions to the City Standard parking restrictions. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Lake Elmo shall allow or restrict parking of motor vehicles along the public streets listed below as follows: Hamlet on Sunfish Lake 1. Kindred Way (rural access road) – 24-feet wide; No parking both sides. 2. Kindred Way North Loop – 22 feet wide; No parking one side as determined by staff. 3. Kindred Way South Loop – 22 feet wide; No parking one side as determined by staff. 4. Kindred Way Center Circle – 27 feet wide; No parking one side as determined by staff. 5. Kindred Court – 22 feet wide; No parking one side as determined by staff.
