#08 - Tandem Dump Truck Purchase
DATE: 1/18/2022 CONSENT ITEM #: TO: City Council FROM: Marty Powers, Public Works Director AGENDA ITEM: Tandem Axle Dump Truck/Snow Plow Purchase REVIEWED BY: Kristina Handt, City Administrator Sam Magureanu, Finance Director BACKGROUND: The City of Lake Elmo Public Works Department utilizes a fleet of 10 vehicles to salt and remove snow on over 180 lane miles of city streets, 115 cul-de-sacs, 10 parking lots, 5063’ of sidewalk and two ice rinks after a winter weather event. The fleet consists of pick-ups, a loader, plow/dump trucks and a Toolcat. Of these vehicles, a 2006 plow/dump truck is in service and is in need of replacement due to age, maintenance, safety concerns and inefficiencies. This unit has exceeded the council approved replacement schedule of 12 years for a plow truck. The unit’s salting equipment cannot be calibrated with ground control sensors, which cause excess salt to be applied to roads, the unit does not have safety back up cameras and does not have the brine pre-wet system to aid in ice control. ISSUE BEFORE COUNCIL: Should the City Council approve the purchase of a tandem axle dump truck/snow plow as outlined in the 2022 Capital Improvement Plan? PROPOSAL DETAILS/ANALYSIS: Proceeding with this purchase will benefit the city and its citizens by replacing an aged truck with limited capabilities with a new truck that is fully capable of handling all aspects of snow and ice control. Additionally, public works will be able to move material more efficiently during the summer month since the truck can haul twice the material as a single axle. Hauling projects will include shouldering road edges, hauling sweeping, assisting with removal of spoil during water main repairs and hauling black dirt. An existing shouldering unit will be fit for reuse on this new truck. This purchase will aid Pubic Works in its increasing demand for snow and ice removal due to the continued growth of the city. FISCAL IMPACT: Purchase of this vehicle shall not exceed $278,000 and will be funded through the vehicle replacement fund.
