BACKGROUND: The City of Lake Elmo Public Works Department utilizes an Asphalt Hot Box Trailer
nearly every day from the end of March to the first week of September to fill pot holes on over 180 lane
miles of city streets, 115cul-de-sacs, 10 parking lots and 5063’ of paved trails. The trailer carries and
heats asphalt mix down streets as staff shovel the mix into holes. The 2003 asphalt hot box is in service
and in need of replacement due to age, maintenance issues and inefficiencies.
ISSUE BEFORE COUNCIL: Should the City Council approve the purchase of an asphalt dump trailer hot box as outlined in the 2022 Capital Improvement Plan? PROPOSAL DETAILS/ANALYSIS: Proceeding with this purchase will benefit the city and its citizens by replacing an aged piece of equipment with limited capabilities with a new unit that is more reliable and will improve efficiencies. As the department tasks grow we have less staff on the pothole crew, this dumps
style unit will allow the asphalt to be dumped into the larger holes instead of staff shoveling it out. This purchase will aid Pubic Works in its increasing demand to fill potholes due to the continued growth of the city.
FISCAL IMPACT: Purchase of this vehicle shall not exceed the budgeted $50,000 and is included in the 2022 Street Operating Budget. OPTIONS: Approve purchase of Asphalt Hot Box Deny purchase of Asphalt Hot Box Amend and approve purchase of Asphalt Hot Box RECOMMENDATION: If removed from consent agenda….. “Motion to approve the purchase of an Asphalt Hot Box for an amount not to exceed $50,000” ATTACHMENTS:
